The fugitive was identified as Vianey Guadalupe Garcia-Velazquez, 22, originally from Mexico, who was taken into custody on Tuesday, February 4, 2025 by a Texas Highway Patrol (THP) trooper after she was stopped for a traffic violation in the City of Laredo.
