Four Latinos To Serve In The Wisconsin State Assembly Legislature In 2019

Wisconsin has gained at least four Latino State Representatives in the State Assembly for 2019, while no Latinos have been elected to the State Senate.

Madison, WI - In January 2019 when elected state legislators get sworn in to take office, there will be three Latino State Assembly Democrats and one Republican in the Assembly. The Latino descent State Assembly Representatives are JoCasta Zamarripa (D-Milwaukee), Marisabel Cabrera (D-Milwaukee), Jimmy Anderson (D-Fitchburg) and Yesenia Eldermira Rodriguez "Jessie" Rodriguez (R-Franklin). There are no Latinos elected to the State Senate.
In February 2018, the joint Black and Latino Caucus was created for Latino and Black state legislators, but with the increase of Latinos in the State legislature,  expectations have risen that two separate Caucuses could be a benefit for both the Black and Latino legislators in the Assembly and Senate to increase empowerment as well as having representation at national Latino Caucus conventions.
State Representative Rodriguez has not taken the initiative to join the Black and Latino Caucus to date. But, Rodriguez has faced ridicule by a fellow male Republican that identified her as a Latina who he wouldn't have or share a drink with during a gathering. Rodriguez when she was first elected to the State Assembly made it clear, that she was not elected solely as a Latina and on several occasions did not support a proposed bill by Representative Zamarripa for an optional Cesar E. Chavez holiday for state employees. 
Rodriguez who was re-elected in November 2018 has also voted and supported anti-immigrant bills along Republican party lines. Rodriguez was outed by Zamarripa during a debate in the Assembly in March 2016 as being an undocumented immigrant when she entered the U.S. illegally with her parents as a child fleeing from El Salvador. Rodriguez later became legalized in the U.S.

Milwaukee, WI - On Monday, Citizen Action of Wisconsin (CAW) announced that their organization including partners will file a joint legal challenge in a federal court to prevent the lame-duck session bill limiting early voting signed into law by outgoing Wisconsin Governor Scott Walker (R) from becoming law. According to a press release by CAW it says, as one of the lead plaintiffs in the federal court case that struck down early voting restrictions in Wisconsin, Citizen Action of Wisconsin Education Fund and our partners are filing a motion today with federal district Judge James D. Petersen asking the court to stop enforcement of early voting restrictions signed into law by Governor Walker on Friday. The motion will be filed this afternoon in U.S. District court in the Western District of Wisconsin.
Citizen Action is joined in the lawsuit by One Wisconsin Institute and other individual plaintiffs, including Citizen Action staff member Anita Johnson. The legal action is being supported National Redistricting Foundation, a 501(c)(3) affiliate of the National Democratic Redistricting Committee. The law firm Perkins Coie is representing the plaintiffs in the case.
"In the original case Judge Peterson found that the early voting restrictions imposed by Scott Walker and conservatives in the Legislature constituted deliberate racial discrimination and violated the democratic rights of all Wisconsin voters," said Robert Kraig, Executive Director of Citizen Action of Wisconsin. "It is shocking that without any legal rational, the Legislature and Governor Walker have has decided to ignore the ruling of a federal judge by again seeking to limit early voting. We are optimistic that this latest attempt to disenfranchise Wisconsin voters will blocked in time for the spring 2019 elections."
The lame-duck bill also limits the newly elected Governor Tony Evers (D) from reforming and appointing the director of the Wisconsin Economic Development Corporation (WEDC) and conducting an audit of its corporate welfare tax incentives to corporations, which it also prohibits Evers from withdrawing Wisconsin from a multistate lawsuit of the Obama Affordable Health Care Act. The bill also limits the authority of newly elected Wisconsin Attorney General Josh Kaul (D) in certain legal representations.

Milwaukee, WI - El sábado, Carmen Cabrera, miembra de Citizen Action of Wisconsin (CAW) / Acción Ciudadana de Wisconsin (ACW) y la Comisionada de Elecciones de la Ciudad de Milwaukee; Rebecca Arrichiello; Marisabel Cabrera (D), la recién electa  Representante del Estado de Wisconsin (WI) y Jesús Barbosa, el Supervisor de Sistemas de Salud de la Sociedad Americana del Cáncer fueron honrados y recibieron el Premio Campeón Comunitario 2018 por sus contribuciones y esfuerzos para promover soluciones progresivas para combatir los  problemas sociales, además la injusticias, sobre todo promover la atención para que todos puedan ser incluidos para la atención médica como Badger Care en Wisconsin y además, Virginio Miranda de ACW recibió el Premio de Liderazgo Progresivo Doctor Farley 2018.

El Dr. Robert Kraig, Director Ejecutivo de CAW durante la reunión anual confirmó que 49 miembros de la organización habían sido elegidos para cargos políticos locales, del condado y del estado, incluyendo al nuevo Gobernador electo Tony Evers (D) y el Vicegobernador Mandela Barnes (D) y que 21 miembros de CAW se postularon para cargos públicos en las elecciones del pasado noviembre.

De acuerdo con el informe de elecciones intermedias del 2018 de CAW, la audaz Reforma de salud fue el problema número 1 entre los votantes de Wisconsin, cual los miembros de CAW ayudaron a establecer en la agenda electoral de 2018 que exige la protección de condiciones preexistentes, la aceptación de dinero de Medicaid federal y la creación y opción de un BadgerCare Publico, y también para abogar por un salario mínimo de $15 dólares en el estado. Milwaukee, WI - On Saturday, Citizen Action of Wisconsin (CAW)/Acción Ciudadana de Wisconsin (ACW) members Carmen Cabrera, the City of Milwaukee Election Commissioner; Rebecca Arrichiello; Marisabel Cabrera (D), the newly elected Wisconsin State Representative and Jesús Barbosa, the Health Systems Supervisor from the American Cancer Society were honored and awarded the Community Champion Award 2018 for their contributions and efforts to promote progressive social issues, justice, health care and etc. Also, Virginio Miranda from ACW was awarded the Doctor Farley Progressive Leadership Award 2018. 
Dr. Robert Kraig, the Executive Director of CAW during the annual meeting confirmed that 49 members from the organization had been elected to local, county and state political positions including Governor elect Tony Evers (D) and Lt. Governor Mandela Barnes (D) and that 21 CAW members had ran for public office in the November elections.
According to the CAW mid-term election report 2018, bold Health Reform was the #1 issue with Wisconsin voters, which CAW members help set the 2018 election agenda calling for protecting pre-existing conditions, accepting Federal Medicaid money, and creating a BadgerCare Public Option including advocating for a $15 minimum wage in the state. At least 21 CAW organizing cooperative members were trained as candidates for federal and state office in 2018.
CAW members knocked at 31,150 doors, made 13,241 phone calls, 131,230 text messages were sent, also knocked at 13,582 doors in Milwaukee for a non-partisan voter engagement program, collected 1224 pledge cards and registered 223 voters.
CAW also helped elect CAW member Sarah Godlewski (D) as WI State Treasurer; also Evers as the new Governor and Josh Kaul (D) as the new WI State Attorney General. CAW organizer Jeff Smith (D) was elected to the Wisconsin State Senate, CAW member Marisabel Cabrera (D-Milw.) was elected to the WI State Assembly and Robyn Vining (D) was also elected to the WI State Assembly. JoCasta Zamarripa (D-Milw.), won re-election to the WI State Assembly.
In April 2018, Sylvia Ortiz-Velez, a member of ACW was elected to the Milwaukee County Board of Supervisors including Milwaukee County Supervisor Steven Shea, a member of CAW.
The CAW successful co-op model is spreading to other states as well, according to Kraig.
Attorney Willie Green on Saturday was named to the CAW Board. Green actively campaigned for the election of Governor Evers and Lt. Governor Barnes including the election campaigns to elect Cabrera to the WI State Assembly, Ortiz-Velez for Milwaukee County Board and for Tony Baez for the Milwaukee Public School Board.

Milwaukee, WI - El domingo, cientos de latinos comenzaron a formarse alrededor de las 7:00 a.m. en 16 grados, condiciones secas de invierno fuera de las instalaciones para banquetes y conferencias de Candela's en la cuadra 2500 de W. National Ave. para inscribirse en una membresía del Club de Migrantes Nueva Visión (CMNV) por $100 a $500 dólares cada uno con la esperanza de obtener una visa para familiares que puedan ingresar a los Estados Unidos. La actual presidente de CMNV es Christian "Chris" Palacios, una abogada de México. Palacios y su grupo viajan por los EE. UU. para promocionar sus servicios a su membresía, lo que incluye el procesamiento y la solicitud de visas para que ciertos familiares obtengan visas de turista para viajar a los EE. UU por su membresía pagada.

Palacios informó a aquellos que se reúnen en las reuniones programadas y que desean pagar una membresía por un servicio que no garantiza que un miembro de la familia de la membresía pagada realmente obtenga una visa. Además, se requiere una tarifa de $50 dólares en la parte superior de la tarifa de membresía de $100 dólares, que está orientada para el empaquetado del documentos informativos enviado a CMNV, según Palacios.

Hispanic News Network U.S.A. (HNNUSA) asistió a la reunión de CMNV en Milwaukee el domingo y estimó que se generaron más de $45,000 mil dólares en efectivo de las nuevas membresías de CMNV, cual incluye la tarifa de $50 dólares adicional para el envío de paquetes de información por Servimex. • El 14 de octubre de 2018, CMNV informó que se aprobaron entre 842 visas entre julio de 2017 y octubre de 2018.

• El 11 de octubre de 2018, CMNV informó que al menos 121 visas fueron aprobadas por los EE. UU. Para personas de Michocan, Jalisco y Morelos, cuyos destinos eran a Missouri, Washington, Minnesota, Chicago y Wisconsin.

• El 19 de octubre de 2018, CMNV informó que al menos 40 personas de Veracruz y Oaxaca tenían sus visas aprobadas para viajar a Milwaukee como turistas.

• El 6 de octubre, el CMNV informó que un Cónsul en una Embajada de los Estados Unidos aprobó 195 visas para personas de diferentes estados mexicanos que viajaran en enero de 2018 a Minnesota, Chicago, Carolina del Norte, Washington, Wisconsin y Missouri por un total de 1,225 visas aprobadas desde 2017.

• Los miembros de CMNV que pagan tarifas con la esperanza de obtener una visa para miembros de la familia también tendrían que pagar $2 mil dólares  adicionales en costos de vuelo, pasaporte mexicano requerido para miembros de la familia, transporte, seguro médico y vitrinas de reunión familiar en diferentes estados y ciudades. Palacios confirmo que "...que ese dinero es de los gastos de los familiares, no es un cobro para nosotros."

La reunión de Milwaukee el domingo en Southside atrajo a al menos 1,000 personas, la mayoría de las cuales se registraron como miembros del CMNV. Los totales reales de cuántas personas se registran en cada reunión alrededor de los Estados Unidos no están disponibles por CMNV ni se publican en la página de FB.

Según Palacios, CMNV no está afiliado a ninguna agencia gubernamental y su personal en reuniones está trabajando como voluntarios.

CMNV dice que otros grupos cobran más de $5 mil dólares por el mismo servicio de solicitud de visas.

Non-profit organization known as Familia Club de Migrants Nueva Visión is cashing in and attracting large numbers of members who pay between $100 to $500 each to join the organization in the hopes of getting certain family members a visa to travel into the U.S. as tourists.

Milwaukee, WI - On Sunday, hundreds of Latinos began to line up around 7:00 a.m. in 16 degree Winter dry conditions outside of the Candela's Banquet and Conference Facility in the 2500 block of W. National Ave. to sign up for a Club de Migrantes Nueva Visión (CMNV) membership for $100 to $500 each in the hopes to get certain family members a visa to get into the U.S. The current president of CMNV is Christian "Chris" Palacios, an attorney from Mexico. Palacios and her group travel around the U.S. to promote their services, which includes the processing and applying for visas for certain family members to get tourist visas to travel to the U.S. for its paid membership.
Palacios does inform those that gather at the scheduled gatherings and who want to pay a membership for a service that is not guarantee that a family member of the paid membership will actually get a visa. Also, a $50 dollar fee is required on top of the $100 membership fee, which is geared for info document packaging send to CMNV, according to Palacios.
Hispanic News Network U.S.A. (HNNUSA) went to the CMNV Milwaukee gathering on Sunday and estimated that more than $45,000 dollars in cash of new CMNV memberships including the $50 additional fee for sending info packaging by Servimex was generated. Those applying for memberships have to be present at the scheduled gatherings in order to join the CMNV club by paying up front.
The membership cost is $100 for Mexico and $500 for Guatemala, El Salvador and Honduras for each person that is registered by the member in the hopes that they will get a possible visa. If the person or persons don't qualify, there is no reimbursement of the membership, but those that become members do get certain discounts at some local participating businesses.
So, what is the success rate of CMNV for each scheduled gathering to collect fees for membership by those joining the org who would like their relatives or families members to get a visa? The following are stats from the CMNV Facebook (FB) page account.

• On May 18, 2018, CMNV reported on their Facebook page that between October 2017 thru May 2018, at least 350 families were united. 

• On October 14, 2018, CMNV reported that between 842 visas were approved between July 2017 thru October 2018. 

• On October 11, 2018, CMNV reported that at least 121 visas were approved by the U.S. for people from Michocan, Jalisco and Morelos, which their destinations were to Missouri, Washington, Minnesota, Chicago and Wisconsin.

• On October 19, 2018, CMNV reported that at least 40 people from Veracruz and Oaxaca had their visas approved to travel to Milwaukee as tourists.

• On October 6, CMNV reported that a Consul in an American Embassy approved 195 visas for people from different Mexican states traveling on January 2018 to Minnesota, Chicago, North Carolina, Washington, Wisconsin and Missouri totaling 1,225 visas approved since 2017.

• CMNV members who pay fees in the hopes to get family members a visa would also have to pay $2K extra for flight costs, required Mexican passport for family members, transportation, medical insurance and family reuniting showcases in different states and cities. Palacios confirmed that "... this money is the expenses of the relatives, it is not a charge for us."

The Milwaukee gathering on Sunday in Southside attracted at least 1,000 people, which most registered as members of the CMNV. Actual totals of how many people do register at each gathering around the U.S. are not available by CMNV nor posted on the FB page.
According to Palacios, CMNV is not affiliated with any government agency and their staff at gatherings are working as volunteers.
CMNV says that other groups charge more than $5K for the same visa application service.

CMNV as a non-profit registered in Minnesota, its paid members have a right to ask for transparency and accountability of funds generated on behave of the organization.

Emmanuel Sanchez Found Guilty For The August 2017 Homicide Of Crystal Leopold

Sanchez had a four year restraining order against him before stabbing Leopold to death in 2017.

Milwaukee, WI - On Thursday, Emmanuel Sanchez, 28, of West Allis was found guilty for one felony count of 1st-degree intentional homicide and a misdemeanor for violating a no contact restraining order for the August 11 stabbing death of Crystal Leopold, 24. Sanchez is facing life in prison with no parole when he is sentenced in February 2019.
According to the criminal complaint, Leopold filed a restraining order against Sanchez and Sanchez was ordered to stay away from Leopold for four years. Apparently, Sanchez couldn't stay away and became jealous when Leopold began to date. Sanchez went to Leopold's apartment near the 2500 block of W. Orchard St. and began to attack Leopold with a butcher knife.
A male witness who moved in with Leopold heard her screams coming from the bathroom and when he went to check, he saw Sanchez on top of Leopold. He pulled Sanchez off Leopold and took him out of the apartment. Sanchez then fled from the scene and when the male witness went back to check on Leopold, he saw a butcher knife stuck to her chest. He attempted to help Leopold, but she died at the scene, according to police.
The male witness told police that he and a woman recently moved in with Leopold to help her out.
Sanchez was later arrested near the 3800 block of W. Lincoln Ave. by police after his brother called 911 when Sanchez told him that he had stabbed Leopold with a butcher knife.
Leopold and Sanchez had a history of domestic violence in their relationship, at one time Sanchez tried to strangle Leopold.

Aviles from Aviles Plastics is a successful entrepreneur and has been coaching soccer for more than 17 years, which he was inducted among 10 other recipients to the Wisconsin Soccer Association.

Milwaukee, WI - On Saturday, Jose Aviles, a long time soccer enthusiast and a coach for more than 17 years was recognized and inducted to the Wisconsin Soccer Association (WSA) Hall of Fame Inductees during the WSA 104th Anniversary on their 36th Annual Hall of Fame Banquet dinner at the Buena Vista Hall. Aviles is the former Club Latino (1979-1986) Youth Teams U-7, U-10, also coached for the St. Mary's Academy (1989-1999), St. Roman's Catholic Church soccer team,  and was the assistant coach at the St. Thomas More High School, according to the WSA.
Other inductees to the WSA Hall of Fame in 2018 are Jim Bishop, Wladyslaw Drobny, Alan Firth, Mirko Jakircevic, Mihailo Jovanovic, Kris Klassen, Bohdan Nedilsky, John Riccardi and Milan Vucicevic, were selected by the WSA Hall of Fame Committee.
Recipients for the 2018 Meritorious Award were Dave Faulds Jr., Richard Firth and Ivan Jakircevic.
The late Mike Dillett Family received the 2018 Mike Kabanica Memorial WSA Club/Family Recognition Award.
The current President of the WSA is William Sandoval who in 2007 was inducted to the WSA Hall of Fame. The WSA was established in 1914.

In history, Paulo Borda from Chile was the first President of the Club Latino, which joined the WSA in 1970 in order to participate in soccer game competitions and major league championships in Wisconsin.

Milwaukee, WI - The Milwaukee Department of City Development (DCD) is currently awaiting for Voces de la Frontera's (VDLF) Board to authorize the final ownership signature of the former Forest Home Library at 1432 W. Forest Home Ave. The Milwaukee Common Council on November 5th, 2018 approved the sale of the vacant building to VDLF for $450K and Mayor Tom Barrett approved the sale on November 9th. The vacant library building was being offered for $650K by the City, but Lyon Realty, as a Broker agent representing VDLF in the negotiations managed to get the City to accept a lower proposed buying bid of $450K. VDLF was the only entity to offer a proposal to buy the one level building, which includes about 30 parking spaces.
VDLF is expected to close the deal by the end of the year and move into the former Forest Home Library building by the Spring of 2019, according to testimony at the City Planning Commission hearing by VDLF on October 22, 2018 and testimony provided (video minute 28:20) by Christine Neumann-Ortiz, the Executive Director of Voces de la Frontera to the Zoning, Neighborhoods & Development Committee on October 30, 2018. Neumann-Ortiz also confirmed to the Committee that VDLF will rent out several office spaces to interested parties.
VDLF has said that it will spend at least $100K in renovating the interior of the building, according to the DCD.

Milwaukee, WI - On Tuesday, deputies from the Milwaukee County Sheriff's Office arrested Laurene Gramling Lambach, 60, the President and CEO of UNISON, a non-profit organization that provides social services for the elderly. Lambach is facing charges for embezzlement including misappropriation of funds.
Lambach was suspended from her duties by the Board of Directors from the organization pending the outcome of the investigation by authorities.  
Unison released the following statement, "This came as a shock to everyone here at UNISON, and we're taking this matter very seriously. Laurie Lambach has been suspended from her role as President and CEO until all the facts have been gathered." 
"With the support of the UNISON board, Vice President of Program Services Cathy Young and Interim CFO Jessica Horning will serve as Acting co- executive directors. UNISON remains committed to its mission of fostering healthier communities and service to our clients and members will not be disrupted.

Theresa A. Plascencia, Waukegan Public School District 60 Superintendent Allegedly Makes False Police Report Against Community Activist Margaret Carrasco




Waukegan police investigated an alleged threatening and harassment complaint reported by Theresa A. Plascencia, the Waukegan Public School District 60 Superintendent against education community activist Margaret Carrasco, which apparently turned out to be false, according to police.

Waukegan, Illinois - A Waukegan police life threatening and harassment incident report #18-64522 released to Hispanic News Network U.S.A. (HNNUSA) on Friday indicates that Theresa Ann Plascencia, 48, the Waukegan Public School District 60 Superintendent allegedly accused education community activist Margaret Carrasco and her husband Thomas of making life threats and harassing her at the Canoa Restaurant on Wednesday night, which apparently turned out to be a false claim, according to police. Carrasco also released a photo of Waukegan police at her residence investigating Plascencia's allegations, which Carrasco denied Plascencia's accusations and told police that she and her husband did not make any such threats nor harassed Plascencia and her party of four, which included her son and Plascencia's boyfriend, Cyrus McGinnis at the table. Carrasco accused Plascencia of making a false police report.
According to Carrasco, police were ready to arrest her and her husband on Plascencia's allegations, but Carrasco managed to contact the owner of the Canoa Restaurant to get permission for her and police to review the restaurant video surveillance footage inside the restaurant. A Canoa Restaurant manager met police and the Carrascos at the restaurant to review the videos, which showed that the Carrascos never went to Plascencia's table to engage in a threatening or harassing manner towards Plascencia and her companions at the restaurant.
In one video released to HNNUSA, it shows several of Carrasco's female companions taking a photo and in the background you can notice Plascencia's party at a table. On the second video, Thomas in a red jacket went by the Plascencia's table while a person seating with Plascencia with no hair on the lower left side of the video images looks at Thomas and Carrasco including her party leaving their table without going close to Plascencia's table.
Carrasco confirmed to HNNUSA on Friday that she will be filing a complaint against Plascencia for making a false police report with the Illinois State Attorney's Office in Waukegan. Plascencia and the Waukegan Public School Board is facing criticism from Carrasco for raising property taxes and a Board meeting will take place next week to discuss the approved property tax proposal by the school district board.
Last Tuesday, the Waukegan School Board 60 (WSB60) voted 6-1 to raise property taxes with School Board member Miguel Rivera voting not to raise a property tax levy of $63.6M, including a $53.6M for operating expenses. The WSB60 also applied for its $6 3M share from the $50M set aside by the State of Illinois for the new property tax relief grant program. The state will decide in January 2019, which Illinois school districts will receive the tax relief grants.
Plascencia on Thursday filed an Order of Protection (Stalking No Contact Order - SNCO) against Carrasco, but a Waukegan judge denied her filing request, according to court records.
According to the SNCO, case #18OP00002153, Plascencia might have committed perjury because she wrote on the document dated 11/15/2018 and signed it, that the Carrascos had arrived at the Canoa Restaurant after she and her companions did, which inside video surveillance footage from the restaurant indicates that Carrasco had been inside the restaurant at least an hour before Plascencia arrived. Also Plascencia indicated in the SNCO that she had 4 witnesses to the incident including her 8-year-old son who apparently was crying all night and too traumatized to attend school. According to Waukegan Public School sources, Plascencia's son did actually attend school the next day. If Plascencia's witnesses actually verify what she falsely accused the Carrascos of doing, then they too could be facing felony criminal charges as Plascencia for making false allegations to police against the Carrascos.
Plascencia is currently under investigation by the state attorney's office for allegedly using the Waukegan Public School District 60 credit card account for personal purchases.





Update: On Friday, both Thomas Carrasco (police report #2018-64857) and Margaret Carrasco (police report #2018-64859) filed a complaint with with Waukegan Police Chief Wayne Walles against Theresa Plascencia, Oscar Zepeda, Cyrus McGinnis and two other individuals in regards of making a false police report #18-64522 accusing Thomas and Margaret Carrasco of harassment and threatening Plascencia at the Canoa Restaurant. Thomas is requesting for Waukegan police to do a full investigation concerning the incident. Thomas wrote in the complaint, "I  request to file a criminal complaint against Waukegan Superintendent Theresa A. Plascencia for HARRASSMENT , FABRICATING EVIDENCE & WITNESSES and FALSIFYING POLICE REPORT #18-64522 on Wednesday November 14, 2018 at La Canoa Restaurant 50 S. Greenbay Road in Waukegan, Il. Plascencia’s allegations are completely false and the 4 security videos of the incident clearly prove this. Plascencia intentially lied to a Waukegan Police officer and should be charged with a criminal Class 3 Felony, be immediately arrested, imprisoned, and fined for illegally allocating City resources for hours. Several Police officers and squad cars were sent to my residence as a result of her false report. Police also stated to me that Plascencia stated she had several witnesses. The video shows Cyrus McGinnis, her son Cyrus McGinnis JR, another man and another women seated with Plascencia and appear to also be collaborating/fabricating the false report with her. If in fact this is true, they also should be charged for making false statements with the purpose to mislead a public official in performing his official function..."
The Carrascos also filed a complaint with the Illinois State Attorney's Office in Waukegan.

Thomas Carrasco included Plascencia's allegations in his filed complaint with the Waukegan Police Department. 



Below are her (Theresa A. Plascencia) accusations against me that she filed in her Order of Protection report :

November 15, 2018 - At 830 p.m., I was in La Canoa Restaurant in Waukegan with my family, and was joined by some co-workers who happened to also be dining at the restaurant. Ms. Carrasco arrived at the restaurant with her husband, and spotted us. While several tables in the restaurant were available, she and her husband I believe intentionally chose to sit directly behind my table, and began taking pictures of us eating. We asked if she would stop photographing us while we ate, but she began insisting loudly she was allowed to take pictures, and could do what I want. In addition to the photos, she began verbally harassing our group, at which time i decided to alert authorities, and contacted Deputy Zupec. Her husband then became'involved, walked over to the table and began staring and standing in close proximity or 4 feet) to the group, prompting my second call to Deputy Zupec, who then sent police over. Following the incident, my child was obviously traumatized, crying alt night, and was too scared to attend school the following day as a direct result of the Carrascos behavior. San Antonio, Texas - On Wednesday, Shelly Lares, 46, from San Antonio, a popular Tejano female singer and song writer posted a Facebook video on her fan page days before her birthday on November 13th, claiming that Stuart Russell, 75, has been stalking her for years and wants her fans to be on the look out for him, especially at dance performance events because he is banned from attending. She told fans to share the video. Lares in several tearful moments on video says that she feels threatened and that Russell is dangerous, delusional who exhibits some mental issues and believes that she is sending direct messages to him when in fact she is just posting general Facebook comments to fans as a whole.
According to Lares, she first met Russell while she helped managed a restaurant and she treated him like any other customer with courtesy, but he apparently felt that she had feelings for him, which she confirmed on her video that she doesn't love him nor does she want anything to do with him. 
Lares says, that she has filed stalking complaints with various police departments in areas where she performs after spotting Russell at her public and paid entry performances at dances. So far, Russell hasn't done anything to hurt Lares, but she feels threatened and uneasy with Russell stalking her.
Russell of Wichita Falls, Texas has several Facebook accounts and has posted comments indicating his obsession for Lares, not as a fan, but what Lares claims to be a mere stalker.
In September 26, 2018, Russell posted in his Facebook account the following comments in response to Pachuco Pete Pena, a Lares fan who also posted "Stuart Russell you are very delusional to think she is talking directly to you she is talking to her Fans not to you Stalker!!!!!!"
Russell wrote in response, "Haven't seen or talked to her since 2013.
Was lured to Ft Worth into a trap several years ago and I didn't see her but had a great meal.
A year ago I quit following her FB and a few months later she lured me back, but I was half-hearted and skeptable and WONDERED when she would do what she did the past two days...but expected a more pleasant approach after all I did for her... I'm no STALKER;  been at arms length since since her girlfriend from FW came in 5 years ago.
All this sudden RANT is about that girl...looks like she is in jail, and cost SL a lot of business over the years... Pachuco Pete Pena I never expected or tried to communicate with her, but some of her fans did and it was positive.  I was well treated and my last minute change of mind was due to the CRAZY stuff going on in WF.
I had another vacation to San Antonio last month to attend PMA reunion.  She knew I was at both places.
It's been 5 years since I last saw her.  I don't stalk, I'm not a fan.
She is wrong about some of her facts and her conclusions are wrong.
She calls the shots so I won't look her up on her fan pages.
I did same last December as I couldn't stomach her girlfriend.

Milwaukee, WI - On Thursday, Alberto Maldonado announced that he officially became the Director of the Roberto Hernández Center (RHC) at the University of Wisconsin-Milwaukee (UWM). Maldonado became the Interim Director of the RHC in 2016 after Enrique Figueroa, Ph.D. resigned in August of that year after serving as a director since 2002. 
Maldonado released the following statement, "Its has never been about the title nor the fame. It has always been about the work, my community, and the students and families we serve. I have been blessed with a great RHC team, great colleagues & mentors throughout my 20 year career. I am proud and honored to follow in the footsteps of great leaders that came before me, and  to share the great news  that I am officially the DIRECTOR OF THE ROBERTO HERNANDEZ CENTER at UW-Milwaukee!  Thanks to all of you who have inspired and supported me in the last two years of my Interim role. Milwaukee, WI - On Tuesday, Tony Evers (D) was elected Governor of Wisconsin and defeated two-term incumbent Scott Walker (R) by more than 28K votes (49.6% to 48.5%) with 99.0% reporting of votes cast in the State of Wisconsin. Also, Mandela Barnes (D) was elected as the first Black Lt. Governor of Wisconsin.
Evers ran on a platform to protect insurance coverage of those with pre-existing health conditions, for all Wisconsinites the buy into BadgerCare, funding public schools, would allow federal funding for healthcare and supported licenses for undocumented immigrants including instate tuition for DACA students. Milwaukee County gave Evers enough votes to oust Walker from office. Walker supported Trump's intent to revoke U.S. citizenship from children born in the U.S. to undocumented immigrants when he ran for president in 2016, but failed to get the Republican nomination.
Wisconsin had a record breaking election, nearly 2.7M (2,671,347 cast votes) of Wisconsinites voted in the midterm elections in 2018, also a 140% increase of early voting was reported in the City of Milwaukee compared to the 2014 midterm elections.   Carmen Cabrera, the Milwaukee Election Commissioner confirmed on Monday, that on closing of the last day of early voting (In-person Absentee Voting- IPAV) in Milwaukee that ended on Sunday, a record breaking voting turnout was reported with 36,659 votes, a 140% increase compared to early voting of the 2014 midterm elections, which had 15,300 votes. In the 2016 Presidential Elections, early voting was reported at 52,373 votes.
The City of Milwaukee Election Commission on early Wednesday confirmed that 47K absentee ballots were counted and Evers received 38,000 votes and Walker 7,000 securing Evers a win as the Democratic newly elected Governor and defeating Walker, the two-term Republican incumbent.
The Latino and Black vote in Milwaukee was instrumental in getting Evers elected as Governor of Wisconsin and electing Mandela Barnes (D), as the first Black Lt. Governor in Wisconsin's history.
The following groups and organizations, Acción Ciudadana de Wisconsin (Citizen Action of Wisconsin), SOPHIA, Voces de la Frontera Action and allies campaigned tirelessly to get the vote out Latino and non-Latino during the early voting process and on election day.
The Democrats won control of the U.S. House of Representatives, but the Republicans maintained control of the U.S. Senate, which Trump will now be held accountable for his illegal acts and profiting as president.
Trump's federal tax returns will also be accessible to Democrats for review.

In other state races:

• Tammy Baldwin (D) was re-elected to the U.S. Senate

• Gwen Moore (D) was re-elected to the U.S. House of Representatives District 4

• Josh Kaul (D) was elected as Wisconsin State Attorney General

• Doug La Follette (D) was re-elected as Secretary of State

• Sarah Godlewski (D) was elected as State Treasurer

• JoCasta Zamarripa (D) was re-elected to the 8th Assembly District

• Jessie Rodriguez  (R) was re-elected to the 21st Assembly District

In Milwaukee County, Waukesha County and Kenosha County, the marijuana referendum on their ballots was approved by voters.

Update: Governor Scott Walker (R) concedes and released a statement that his administration will help in the transition of Governor elect Tony Evers (D) in taking office.
Walker stated, "Thanks to Tony Evers for his gracious comments on our call today. I offered the full support of my staff and our cabinet as he begins the transition process."

Houston, Texas - On Wednesday, Ruben Mendoza from the Tejano Conjunto Jaime DeAnda y Los Chamacos released a video surveillance by S&S Investigations and Security Inc. showing multiple suspects in a dark vehicle and truck who allegedly stole the groups van and trailer on Sunday. The suspects are seen driving the van while a vehicle is leading and a truck following behind the white stolen van.
Then a suspect driving the truck parks close to the video surveillance camera at a building and gets out and then places an item in the back seat. The video clearly shows that at least three suspects were involved in stealing more than $150K worth of musical instruments and equipment from the band.
On Sunday, the Tejano band leader of Jaime DeAnda y Los Chamacos reported on the group's official fan page in Facebook that a suspect or suspects of Mexican descent had stolen their white van and trailer including musical instruments worth at least $150K from the Luby's restaurant parking lot in East Houston. The band had played at the Herrera's Tejano Dance & Night Club in Channelview on Saturday and on Sunday they stopped for lunch at the Luby's restaurant and after 30 minutes, they went back to the van and noticed that it had been stolen from the parking lot.
Houston police are also reviewing surveillance camera video in the area in an attempt to identify the suspects. The van and trailer were found on Tuesday near the area where they were reported stolen from and the musical instruments and equipment had been taken.
The band members are now hoping fans can help them spot and recover their equipment to continue with their livelihood in supporting their families.

Houston, Texas - On Sunday, the Tejano band leader of Jaime y Los Chamacos reported on the group's official fan page in Facebook that a suspect or suspects had stolen their white van with Texas license plate # B52-6028 and trailer including musical instruments worth at least $150K from the Luby's restaurant parking lot in East Houston. The band played at the Herrera's Tejano Dance & Night Club in Channelview on Saturday and on Sunday they stopped for lunch at the Luby's restaurant and after 30 minutes, they went back to the van and noticed that it had been stolen from the parking lot.
Houston police are reviewing surveillance camera video in the area in an attempt to identify the suspects.
The band members are hoping fans can help them spot the van and they can recover their equipment to continue with their livelihood in supporting their families.

Update: Ruben Mendoza, one of the band members from Jaime DeAnda Y Los Chamacos reported on Tuesday afternoon that the stolen van and trailer were found and the music equipment and all the instruments inside the trailer were gone. The van and trailer were found abandoned near the area where they were reported stolen.

Pittsburgh, Pennsylvania - On Saturday, Robert Bowers, 46, was taken into custody after surrendering to police. Bowers allegedly walked into the Tree of Life Synagogue with three weapons including a handgun and a AR-15 and then opened fire killing 10 people and wounding others. Bowers got into a gunfight with responding police and was wounded in three officers were also reported shot. Bowers surrendered to police and was taken to local hospital for treatment. 5 surviving victims were hospitalized as well.
According to police, Bowers has a valid conceal carry license. He is expected to be charged for a federal hate crime and mass murder, which the death penalty could be sought in the case.

Plantation, FL - On Friday, police, Broward County deputies and federal authorities arrested Cesar Sayoc Jr., 56, of Aventura in connection with mailing bomb packages to multiple dems including former President Barack H. Obama; Hillary Clinton; former Vice-president Joe Biden; U.S. Senator Cory Booker; Director of National Intelligence James Clapper and others including Robert De Niro with the return address of Democratic Congresswoman Debbie Wasserman Schultz's office in Surise. None of the 13 packages made it to those that were sent too, the packages were intercepted by authorities.
FBI Director Christopher Wray confirmed during a press conference that the 13 IED's (improvised explosive devices) were not hoax devices, but could ignite a heat explosion and they are still being analyzed.
Sayoc who is originally from New York was connected to the bomb package mailings by DNA an a fingerprint, according to federal authorities.
Sayoc was charged on Friday with the following federal crimes, interstate transportation of an explosive, illegal mailing of explosives, threats against former presidents and certain other persons, threatening interstate communications, and assaulting current and former federal officers, if convicted on all counts, Sayoc is facing up to 48-years in a federal prison.
Sayoc is a registered Republican and a Trump supporter. Sayoc's white van, which had political stickers in support of the GOP, Trump including a CNN sucks sticker on its windows was towed by authorities.
Sayco's criminal record included making bomb threats in 2002, battery and theft. He is also anti-immigrant and identifies himself as a Native American from the Seminole Tribe.
Most likely, Sayoc was acting on Trump's hate rhetoric towards the dems and mainstream media for exposing his habitual lies.
Previously, Trump Republican supporters have been arrested for acting on Trump's suggestions to attack opponents at his rallies.

Auburn, Washington - A Facebook video posted on social network of Da-Jhonte Markease Heard, 20, of Auburn, aka, Ptown Rozay, a little adult male suspect measuring in height at 3' 07" shows him vandalizing the inside of a 7-Eleven convenience store at the 2200 block of Auburn Way N. while ordering store employees to "fill that bag up, right now", which has gone viral with more than 6.8 million views. According to the Facebook video posted by Gee Mann, on October 14, a day after the incident, the little adult suspect was only identified by the alias of Ptown Rozay. Heard was attempting to rob the 7-Eleven unarmed and became upset and began to thrash the store by overturning several display racks breaking some sunglasses, throwing bags of items and candy around and over the counter at several employees who ignored his demands for them to "fill that bag up, right now" while being video recorded. Multiple customers watched him vandalize the store including drinking from a broken bottle of wine and mashing it on the floor. Some customers also left the store to avoid the scene. 
Heard apparently cut himself with a broken wine bottle in his mouth and nose, which resulted with some bleeding, according to the Auburn police report.
According to police, Heard came into the 7-Eleven store before 4:00 p.m. on Saturday, October 13, 2018 and placed his backpack on the store cashier counter and ordered several employees to "fill the bag up" with cash, but the employee's ignored him and told him multiple times to leave the store. He left the store multiple times and came back in to throw stuff around and continued to order the employees to "fill that bag up" to no avail.
That's when he got upset and also went back of the store and took two to three wine bottles and began to throw items around and pushing over several racks before police arrived and took him into custody.
Heard was eventually arrested by Auburn police and charged with theft 3rd-degree (one misdemeanor count, he is facing 1-year in jail and, $5K in fines, if convicted), simple assault 4th-degree (misd., facing 1-year in jail and, $5K in fines), vandalism (malicious mischief 3rd-degree, one felony count, facing up to 5-years in prison and $10K in fines), criminal trespass 1st-degree (misd., facing 1-year in jail and, $5K in fines), and was also cited for disorderly conduct (misd., an Auburn Municipal Code citation) in King County. Heard is scheduled for court hearing on November 27th, according to court records. If convicted on all counts, Heard is facing up to eight years in prison and up to $25K in fines.
Since the Facebook video of the incident went viral, Heard has adopted the infamous alias "Mr. FillThatBag". Hispanic News Network U.S.A. (HNNUSA) has reached out to Heard for comment, but he hasn't responded.
Heard, aka, Ptown Rozay is a talented little rapper as well and has a YouTube video song and several other rapping songs in Soundcloud.

Manager's Son Shot After Careless Security Guard Takes Out Handgun To Showcase And Was Discharged Inside A Southside McDonald's Restaurant

A Milwaukee Southside manager's 15-year-old son suffered a gunshot wound on his foot inside the restaurant shortly after a security guard showed his loaded handgun to the victim and was apparently discharged.

Milwaukee, WI -On Sunday, Milwaukee police responded to a shooting inside the McDonald's restaurant just before 4:00p.m. at the 1500 block of W. Washington Street in Milwaukee's Southside. Police continue with the shooting investigation and no information has been released whether anyone was injured. The customers and employees were evacuated from the crime scene.
Police are reviewing surveillance video footage from inside the restaurant to determined what actually happened.
One of the McDonald's employee indicated that an accident occurred, but couldn't elaborate while other employees made gestures for the employee not to say anything about what transpired inside.
Apparently, Hispanic News Network U.S.A. (HNNUSA) learned that a security officer from Milwaukee Public Safety, LLC stationed at the McDonald's was allegedly showing his loaded handgun to the manager's 15-year-old son when it was discharged. The victim was shot in the foot and no information provided by investigators whether he lost any toes in the shooting.
The unidentified security guard is now facing possible negligence use of weapon charges for taking his loaded service handgun out and discharging it inside a business.
The Milwaukee Public Safety, LLC is operated by Israel Medina Saurez.

Milwaukee, WI - On Tuesday, the Super Caracoles Band from Veracruz, Mexico were in Milwaukee and as a tradition included Cumbia street dancing along S. Cesar E. Chavez Dr., which the group is known to take to the streets at major cities like Chicago, in front of the White House, Los Angeles, Arizona and New York Times Square that they have visited and performed publicly drawing crowds to spread cheer and have showcased their Mexican music venue culture. The Super Caracoles performed original songs composed by El Cabballo Loco, one of the original band members and have recorded multiple hits that have made them national stars in Mexico, Guatemala and continue to gain popularity in the U.S. as well.
In 1984, the Super Caracoles changed their image to rock stars, which gave them more fame and recognition.
In 2017, the Super Caracoles launched two hits Al Gordo Le Zumba and La Bomba Chita.
On Sunday, the Super Caracoles performed at the VIP Lounge in the Southside of Milwaukee.
The free event on Tuesday was organized by WJTI 1460 AM Radio, Radio Caliente 97.9 FM and Super Mercado El Rey.

Auburn, Washington - A video posted on Facebook shows a little Black man thrashing a 7-Eleven (7/11) store after allegedly attempting to rob the place without a weapon and demanding for store employees to "Fill That Bag Up, Right Now", but is ignored and flips out by throwing stuff all over the store. Adult witnesses at the store watched the little man throw a fit, but failed to stop him. One guy is heard telling the wannabe little thug robber to let's go, the cops are coming, but he continues going back and forth in the store yelling "Fill That Bag Up, Right Now" and throwing stuff including candy bags.
The little robber keeps thrashing the place, takes a drink from a bottle and then breaks it on the floor. The cops finally arrived and take the little man into custody.
According to the Auburn Police Department, the suspect is facing charges for simple assault including theft and vandalism at a 7/11 located in the 2200 block of Auburn Way N.
The suspect, Da-Jhonte M. Heard, 20, goes by the alias, aka, Dj Ptown Rozay who is an artist and a talented rapper that recorded a song in YouTube, according to Facebook (FB) postings and comments. The FB video posted on Monday by Gee Mann and others showing the little robber going nuts inside the 7/11 went viral.

Update: The Facebook video posted by Gee Mann of the little adult suspect committing crimes at a 7/11 has reached more than 6 million views.

Milwaukee, WI - El viernes, Juan Mata-Chávez, de 28 años, fue sentenciado a 20 años de prisión por la muerte fatal de Monica Hernández, de 43 años, el pasado 4 de febrero en el lado sur de Milwaukee. Mata-Chávez se declaró que no disputaria (no contest) dos cargos de felonía por la muerte de Hernández bajo un acuerdo de culpabilidad el pasado agosto. Mata-Chávez enfrentó a hasta 6 años de prisión por un cargo de delito grave por operar un vehículo sabiendo que su licencia de conducir estaba revocada (causando una muerte) y hasta 25 años por un cargo de delito mayor por chocar y huir involucrando una muerte durante un choque automovilístico en el lado sur de Milwaukee. Mata-Chávez fue sentenciado a 6 años de prisión en el primer delito criminal, pero cumplirá 3 años de prisión y 3 años bajo supervisión. En el conteo de delitos graves numero dos, fue sentenciado a 20 años de prisión, pero cumplirá 12 años de prisión y 8 años bajo supervisión, que se ejecutan simultáneamente, lo que significa que cumplirá solo 12 años de prisión obligatoria y 8 años de libertad condicional, según expedientes judiciales del condado de Milwaukee. Mata-Chávez también se enfrentará a la deportación, si no es un ciudadano de los Estados Unidos después de completar su sentencia.

Milwaukee, WI - On Friday, Juan Mata-Chavez, 28, was sentenced to 20-years in prison for the fatal hit-and-run death of Monica Hernandez, 43, on February 4th. Mata-Chavez pleaded no contest under a plea agreement in August. He was facing up to 6-years in prison for one felony count for knowingly operating a vehicle while revoked (causing death) and up to 25-years for one felony count for hit-and-run involving death. Mata-Chavez was sentenced to 6-years in prison on count one, but will do 3-years in prison and 3-years under supervision. On felony count two, he was sentenced to 20-years in prison, but will do 12-years in prison and 8-years under supervision, which both counts run concurrently, meaning he will do a mandatory 12-years in prison and 8-years probation, according to court records. Mata-Chavez will also face deportation, if he is not a U.S. Citizen after he completes his sentence.
Mata-Chavez lost controlled of a truck that he was driving without a valid license on icy conditions at the 1500 block of W. Lincoln Ave. and struck head on the vehicle that Hernandez was driving. Mata-Chavez and two other men and woman who were passengers then fled the scene of the crash leaving Hernandez to die. According to a witness, Mata-Chavez took a weapon out and pointed at a man who attempted to stop them from fleeing the crime scene, but nearby surveillance video cameras caught the crash incident and the suspects fleeing through an alley.
Mata-Chavez was driving with a revoked driver's license. According to the criminal complaint, Mata-Chavez called his sister after the deadly accident and told her to report the truck as stolen at gunpoint. She did reported it stolen about half an hour after the accident, but when questioned by police, she admitted that she had lied for her brother and identified him as the person wearing the cap in the video surveillance. The Milwaukee County Medical Examiner reported that Hernandez died from internal bleeding including damage to her liver caused by blunt force trauma, which she also suffered from two broken legs. She apparently died during the operating procedure to save her.
Hernandez's 13-year-old son who was her passenger in the vehicle survived. They had just left a church service.

Madison, WI - On Thursday, Christian Ariel Albouras, 31, a Business Development Specialist announced his candidacy to run for alderman in the 20th Aldermanic District in the City of Madison. Albouras released the following statement on Facebook in his bid to become the next elected alderman in the 20th Aldermanic District, "I am running because I am committed to creating a district and city that looks to the future and provides opportunity for everyone," Albouras said. "If elected, from day one, I will work to build a broad consensus of community members who are eager to continue the progress that has been made and yet, are ready to do the hard work necessary to meet the challenges we will still face and advocate for the interests of our district residents." 
Albouras will focus on public safety and basic services, youth engagement, education and afterschool programming, and economic development, if elected to the Madison City Council. Albouras is a member of multiple community organizations and works in Business Development within the credit union industry. Albouras's bid for alderman has drawn support from the current Alderman Matt Phair from the 20th District, who is not seeking re-election after serving four terms. "I've known Christian to be a deeply committed, level-headed resident of our district," Phair said. "His knack of listening to all sides of an issue, while balancing it with strong principles, will serve the district and city extremely well."
In addition, other early supporters for Christian's candidacy for alderman, includes: City of Madison Mayor, Paul Soglin; Meadowood Neighborhood Association President, Terry Evanson; Madison Common Council Member, Shiva Bidar-Sielaff; Madison Metropolitan School Board Member, Gloria Reyes; Dane County Supervisor, Matt Veldran; Dane County Supervisor, Yogesh Chawla; Former Madison Metropolitan School Board Member, Juan Jose Lopez; Former Madison Metropolitan School Board Member, Bill Clingan; and former Madison Police Department Assistant Chief/Madison Metropolitan School District Safety Coordinator, Luis Yudice, according to Albouras's press release in social media.
