Hispanic News Network U.S.A.

Cuando se les preguntó cuáles eran las 5 categorías en las que la WCSO entra en contacto y detienen a presuntos inmigrantes indocumentados, la WCSO identificó las cinco violaciones por las que se detienen la mayoría de los inmigrantes indocumentados, incluidos;

Waukesha County Sheriff's Office Will Implement Immigration Enforcement 287(g) ICE Program In Late July

The Waukesha County Sheriff's Office is expected to implement immigration enforcement 287(g) in late July or early August after multiple correction's staff members become certified to carry out the duties as immigration officers inside the jail facility.

Hispanic News Network U.S.A.

April 25, 2018

Waukesha, WI - On Wednesday, Eric J. Severson, the Waukesha County Sheriff confirmed to Hispanic News Network U.S.A. (HNNUSA) that multiple correction's staff members from the jail facility have been designated to take the U.S. Immigration and Customs Enforcement (ICE) 287(g) training and certification on June 18, 2018 to July 13, 2018 and upon completion, the 287(g) ICE program will be implemented at the jail facility in late July or early August. According to Sheriff Severson, the Waukesha County Sheriff's Office (WCSO) was approved for the 287(g) Delegation of Authority Program by Acting ICE Director Thomas Homan on December 12, 2017 and the final program agreement was also approved by all parties involved on March 17, 2018.
Sheriff Severson stated, "As I have stated previously, this will not effect our patrol operations. This is a corrections based program and 287(g) employees will not be put in the community enforcing immigration laws."
Severson in the application for 287(g) indicated that all ICE detainer requests to hold suspected undocumented immigrants processed at the jail for traffic violations and other crimes will be honored. In the ICE 287(g) program application on question number 14, the Waukesha County Sheriff's Office (WCSO) answered "Yes" when asked, if they accept ICE detainer requests and on question number 26, they answered that 1.3 detainers per month are honored by the WCSO.
When asked what were the 5 categories in which the WCSO come into contact and detain suspected undocumented immigrants, the WCSO identified the five violations that most undocumented immigrants are detained for, included;

• Operating while intoxicated
• Operating without a license
• Bail jumping - misdemeanor
• Operating after revocation, and
• Resisting or obstructing an officer.

According to the 287(g) program ICE application, the Waukesha County jail takes into custody more than 11 additional immigrants each month.
Voces de la Frontera, a workers and immigrant rights organization from Milwaukee will hold its annual May 1st march and rally at the City of Waukesha in protest of the foreseeable implementation of the 287(g) ICE program at the WCSO jail, which will become the first County sheriff's office in the state to be approved by ICE under the 287(g) program.
Waukesha County is a strong Republican stronghold and is a very anti-immigrant county, and those undocumented immigrants traveling to Waukesha for the VLDF march, protest and rally should be cautious. Any arrests for civil disobedience and any traffic violations by those attending the protest in Waukesha on May 1st will definitely be processed by the WCSO for immigration status as well, according to the latest partnership with ICE.
In 2012, former President Barack  H. Obama (D) suspended the 287(g) program after it was blatantly abuse by former Maricopa County Sheriff Joe Arpaio, which deputies were found to illegally profile Latinos as undocumented, were illegally detained and violated the civil rights of those detained under 287(g). A lawsuit filed in federal court against Sheriff Arpaio and Arizona's SB 1070 known as "Show Me Your Papers" law resulted in Obama's decision to suspend 287(g) because the U.S. Supreme Court ruled that it was legal to ask for legal status from those suspected being in the country illegally, but it denied for law enforcement to detain suspected undocumented immigrants for merely not having legal documents in their person, no work authorization, undermine the civil rights of Americans and increased profiling abuse.
Maricopa County in Arizona opt-out from 287(g) under the new elected sheriff. Today, President Donald Trump (R) has encouraged law enforcement agencies around the nation to partnership with ICE under 287(g) to help enforce immigration laws at the local level.

Antioch, Tennessee - On Monday, the Tennessee Bureau of Investigation confirmed that Travis Jeffrey Reinking, 29, of Morton, Illinois had been taken into custody in Antioch. A $2,000 reward for any information leading to Reinking arrest had been offered. Reinking was wanted in connection for the April 22, 2018 fatally shooting of a Waffle House employee identified as Tuarein C. Sanderlin, 29, and customers Joe R. Pérez, 20, Deebony Groves, 21, and Akilah Dasilva, 23, and wounding Sharita Henderson, 24, and Shanita Waggoner, 21.
According to the felony criminal warrant, Reinking was wanted for four felony criminal homicide charges and two attempted murder charges, according to authorities. The criminal complaint and police investigation states that Reinking arrived at the Waffle House in his pickup truck at 3:19 a.m.  He sat inside the vehicle for three to four minutes before getting out armed with an AR-15 rifle.  He immediately opened fire on Sanderlin and Perez.  The front glass of the restaurant was also shot out.  He then went inside and continued shooting.
Waffle House patron James Shaw, Jr., 29, initially ran to the restroom area to escape the gunfire.  He then looked and saw an opportunity to confront Reinking.  Shaw took that opportunity, wrestled the rifle from Reinking's grasp, and tossed it over the counter.  Shaw's actions undoubtedly saved many lives. Reinking, who was nude during the episode with the exception of a jacket, fled the restaurant.  He shed the jacket nearby.  It contained two magazines for the AR-15.  Reinking then walked south on Murfreesboro Pike.
Shaw who is Afro-American was later hailed as a hero by restaurant shooting survivors. Shaw received minor injuries in the confrontation with Reinking.
Apparently after the shooting, Reinking went to his apartment after the shooting, put on a pair of pants, and again fled.  A witness reported seeing a shirtless man matching his description in a wood line behind the apartment.
Reinking is believed to have moved to Nashville in the fall of 2017.  He worked in the crane/construction trade.  The police department has been informed that he was fired from one employer three weeks ago and started with another last Monday, but did not return to work on Tuesday.
Reinking was arrested by the United States Secret Service for being in a restricted area near the White House in July of 2017.  He was subsequently released.  Reinking was later interviewed by Tazewell County, Illinois, authorities and the FBI.  His Illinois firearms authorization was revoked and four weapons were seized by Tazewell County authorities, among them was the AR-15 used today.  The police department has received information that the guns were returned to Reinking's father, who has acknowledged giving them back to his son.  Presently two of the four guns are unaccounted for (one of them was recovered during the apartment search).

The Nashville Police Department  released the identity of those victims killed and wounded by Reinking's shooting spree at the Waffle House in Antioch.

•    Taurean C. Sanderlin, 29, of Goodlettsville, an employee of the restaurant who was fatally wounded as he stood outside;

•    Joe R. Pérez, 20, of Nashville, a restaurant patron who was fatally wounded as he stood outside;

•    Deebony Groves, 21, of Gallatin, who was fatally wounded inside the restaurant;

•    Akilah Dasilva, 23, of Antioch, who was critically wounded inside the restaurant and later died at Vanderbilt University Medical Center.

Two other persons were wounded by gunfire and are being treated at Vanderbilt.  They are identified as:

•    Shanita Waggoner, 21, of Nashville; &

•    Sharita Henderson, 24, of Antioch.

Milwaukee County Supervisor Elect Sylvia Ortiz-Velez Will Take Office On April 16th

Ortiz-Velez has become the most popular Supervisor elect to the Milwaukee County Board of Supervisors after defeating incumbent Supervisor Peggy West who had been in office for 14 years causing an upset for certain unions, multiple public elected officials and Voces de la Frontera Action that supported and endorsed the incumbent.

April 15, 2018

Milwaukee, WI - On Monday, Sylvia Ortiz-Velez will be sworn-in as the next Milwaukee County Supervisor for District 12 at the Milwaukee County Board Room at 1:30 p.m. at the Courthouse Room 200 among other 17 supervisors. Ortiz-Velez managed to oust Incumbent Supervisor Peggy West who was also the Finance Committee Chairperson causing a major upset in the election.
West had the endorsements of Voces de la Frontera Action (VDLFA) and Christine Neumann-Ortiz, the Executive Director for Voces de la Frontera (VDLF), Congresswoman Gwen Moore (D-Milw.), State Representative JoCasta Zamarripa (D-Milw.), Milwaukee Alderman José G. Pérez, Kim Shroeder, President of the Milwaukee Teachers' Education Association (MTEA) and Dave Weingrod from the American Federation of Teachers (AFT) 212 unions including the endorsements of Milwaukee County Judge Pedro Cólon, Municipal Judge Phil Chavez, Milwaukee County District Attorney John Chisholm, Wisconsin State Senator Chris Larson (D-Milw.) and the list goes on.
In contrary, Ortiz-Velez had the support of community movers and shakers including activists, Carmen Cabrera, Luz Sosa, Victor Huyke, Marilyn Figueroa, Hector Colón, Rebecca Arrichello, Gadibel Morales, Geary Morales, Dyango Zerpa, Teresa Mercado, Gregorio Montoto, Nancy Hernández, Martin Jimenez, Attorney Carlos Pastrona, Tony Garnica, Ernesto Nava, Raul Huerta, Ernesto Ramirez (Chato), Ricardo Diaz, Carmen Cabrera, Anita Abraham, Cy White, Scott Wales, Roy Camronero, Blanca Blanka Estrada, Frankie Sabath, Yussef Morales, Felix Questell, Johnny Osorio, Kristina Reyes and Mariana Reyes (Reyes Family), Juan Estrada (Estrada Family), Oscar Brenes, Owner of El Patron, Dionisia Gonzalez. Former Alderman James Witkowiak, Rogelio Cabral, Eleazar Lopez, Angel Salmeron Dueñas and the list goes on.
Neumann-Ortiz from VDLF, a 501c (3) non-profit org and Voces de la Frontera Action, a 501c (4) political org, which the Board of Directors of both organizations is controlled by White liberals who engaged in false claims against Ortiz-Velez and even used their non-profit organization's e-mail system to send out political propaganda against Ortiz-Velez, and also attempted to generate donations using the Ortiz-Velez election to continue to oppose her election to the County Board. Ortiz-Velez is also a member of VDLF and to have Neumann-Ortiz to continue to target her after Ortiz-Velez defeated West by a 57% to 42% margin and had an increased of the voter turnout by 48.84% in the district compared to 2017 is unprecedented in the VDLF and VDLFA organizations history to continue to attack another Latina from the same organization.
The April 3rd voter mandate was clear in the Milwaukee County Supervisor 12th District race, voters sent a strong message to the County Board that they wanted change and to Neumann-Ortiz including VDLFA that their false claims about Ortiz-Velez were not taken seriously and should be ashame for their actions against one of their own members at Voces de la Frontera.
No doubt, Neumann-Ortiz, Voces de la Frontera and Voces de la Frontera Action under the control of a White liberal Board of Directors have lost credibility in the Latino community and shame on them for using the Ortiz-Velez victory election to generate donations to continue to oppose the will of the Southside community electors who cast their votes for Ortiz-Velez.
Today, neither Neumann-Ortiz, the VDLFA Board and union representatives involved have not had the decency to publicly apologize to Ortiz-Velez for making false claims (that Ortiz-Velez was a candidate for Milwaukee County Executive Chris Abele and Leadership MKE, which was not true, Ortiz-Velez was an independent candidate and did not receive an endorsement or any donations from Abele nor accepted or consented for any favorable advertising from Leadership MKE, which Neumann-Ortiz wanted to mislead the community to think that she did without any proof) against Ortiz-Velez and none is expected simply because they failed in their quest to prevent Ortiz-Velez from getting elected.
Ortiz-Velez's hard work and campaigning door to door paid off and she definitely ran a positive campaign.

Time to clean house at both Voces de la Frontera and Voces de la Frontera Action!

Ascension Wisconsin Downsizing Services In St. Joseph Hospital In Sherman Park Area Due To Profit Losses

Several local hospitals located in the Sherman Park area and the Southside of Milwaukee will be downsized of primary health care services and will no longer provide surgical and other medical services, according to members of the Milwaukee Common Council.

April 12, 2018

Milwaukee, WI - On Thursday, members of the Milwaukee Common Council reported during a press conference that hospital services in the African-American and predominantly Latino community area will see a reduction of primary healthcare at the St. Joseph Hospital in the Sherman Park area and gradually at the St. Francis Hospital. Ascension Wisconsin, which is composed of a hospital system in providing healthcare services, seems to operate for profit when it pays no taxes as a non-profit operation announced that it will downsize primary healthcare medical and surgical services at the St. Joseph Hospital and is expected to gradually reduced services as well at the St.Francis Hospital in the Southside. The Ascension Wisconsin decision was made before getting community input or notifying the Milwaukee Common Council, according to Alderman Bob Donovan. Donovan says, their decision was made simply because they are not making profits and that Ascension has not confirmed whether St. Francis Hospital will be targeted next or not for medical and surgical downsizing.
The downsizing of health services at St. Joseph Hospital will no doubt have a devastating affect on the low income area for services to a population already suffering from inadequate healthcare insurance coverage due to TrumpCare, which circumvented ObamaCare for the low income population.
Ald. Donovan also announced that he will ask legislators in the State of Wisconsin to create a Statewide Medical Review Board to review and approve all proposed hospital closures and downsizing.
Alderman Tony Zielinski says, "... Ascension is exacerbating the health care disparity problem in Milwaukee, where there is already insufficient delivery of health care services in neighborhoods where people of color reside."  Ald. Zielinski believes Ascencion's decision could very well be driven by the discrimination factor to cut healthcare services in low income populations of color where profits are minimal, but Ascension operates as a non-profit corporation and is tax exempt.
According to Ald. Donovan, in 2015, Ascension Wisconsin made nearly $205M profit and its CEO, Robert J. Henkel made nearly $8.3M in salary, but retired in July 2017, which executives at Ascension today are highly paid.
In a recent letter to Milwaukee Mayor Tom Barrett, Ald. Donovan who is the Chair of the Public Safety and Heath Committee  wrote, "Ascension Wisconsin's recent announcement that it will reduce the footprint of the St. Joseph Hospital campus from its current 1 million square feet to a mere 300,000 – along with significant cuts in needed services -- could hardly come at a more difficult time for the most vulnerable members of our community. Recently, Health Commissioner McManus shared new and troubling information with the Public Safety and Health Committee about the HIV/STD cluster discovered only a few months ago. The City continues to search for answers to deal with the lead contaminating the homes of too many. And the uncertainty relating to insurance plans purchased under the Affordable Care Act has vanished from the headlines, but is a matter of great concern for those involved.
"In all this, the collapse of St. Joseph's is about much more than the loss of a neighborhood institution around which so many have fond memories. It is ultimately about notionally non-profit institutions seeming to act entirely with an eye towards the bottom line. Ascension Wisconsin is a business. Everyone understands this. But the non-profit status of institutions like St. Joseph could reasonably be construed to confer an obligation to act at least occasionally in the public interest. And Ascension/St. Joseph is not alone. Other City hospitals have either closed or cut back significantly on their services as well."
The City of Milwaukee has seen the closure of multiple hospitals in the city since the 1970's.

Milwaukee White Cops Accused Of Police Brutality Against Black Passenger Youth During Traffic Stop For No Lights

A Black teen passenger of a vehicle was pulled from a vehicle and arrested by Milwaukee police officers.

By H. Nelson Goodson
Hispanic News Network U.S.A.

Arpil 9, 2018

Milwaukee, WI - On Sunday, Quelle Robinson posted a video on Facebook showing what she called police brutality by White officers of the Milwaukee Police Department against a Black youth. Apparently, the vehicle was stopped by police because it had no head lights on and a male Black youth passenger was pulled from the vehicle by police because he refused to get out of the car when ordered. He had placed his hands on the dashboard. The 18-year-old Black male was arrested while the female driver and two other females including an 8-year-old girl were in the back seat who witnessed the incident and feared for their lives. A police officer searched the vehicle without permission and the cop searching also threatened the teen video recording with arrest, if she got any closure to him while he proceeded to search the car. The White cop is heard telling her, "you want to be next." Family members had to pick up the 18-year-old teen at the Milwaukee Police Station District 3rd.
No drugs or weapons were found in the vehicle, according to police.
The male teen was cited for not complying with an officer to get out of the vehicle and the female driver was cited for driving without headlights.
Lena  C. Taylor, who is a Wisconsin State Senator posted the following post on the thread, "Spoke to the them. All are safe but the trauma from this ordeal is way to common and requires FPC action, town hall where youth speak to the mayor and chief (which the mayor promised to do after my son was harassed and he never did) so the youth can speak about how they are treated and what should be changed."
Robinson wrote the following to describe what had happened, "04/08/2018 a day I'll never forget This is my live video. Tonight we could've been another statistic, another hashtag, victims of police brutality, but i serve an awesome god! There is no flame he can not tame, no evil he will not reveal. My city and my people are under attack. Please share this with family friends whom ever you deem necessary, 4 black children in a car, our rights were violated, our lives at risk, our safety in danger! I don't know what to say right now my 8 year old sister, SHE IS EIGHT YEARS OLD; just turned to me and said she thought we were going to die!"
Apparently, the male teen and several officers reported light scrapes and a police sergeant told the female teens that he had viewed a body camera from one of the officers for three minutes and determined that the officers acted legally.
The victims and family are expected to file a complaint about the incident with the Fire and Police Commission.

Hispanic News Network U.S.A.

Cesar E. Chavez Life-size Bronze Statue In Milwaukee Exploited For Political Gain And Endorsements

Editorial:

Unfortunately, a Cesar E. Chavez Drive landmark in Milwaukee's Southside was used for political gain and endorsements by public elected officials, unions and an organization, which has drawn criticism.

Hispanic News Network U.S.A.

April 7, 2018

Milwaukee, WI - Last Monday, Voces de la Frontera Action (VDLFA) held a press conference along with U.S. Congresswoman Gwen Moore (D-Milw.), State Representative JoCasta Zamarripa (D-Milw.), Kim Shroeder, President of the MTEA and Dave Weingrod from the AFT 212 union in front of the Cesar E. Chavez lifesize bronze statue to promote their endorsements for candidates that they supported for the April 3rd election, which it's their option and right to do so. But, to use the Chavez's statue in the heart of the Latino community for political purposes and to support a certain candidate running for re-election to the Milwaukee County Board of Supervisors is a disrespect to the late civil rights and United Farmworkers Union leader.
Also hypocrisy at its best, these public elected officials, union representatives and VDLFA endorsed Wisconsin State Supreme Court candidate Rebecca Dallet, who accepted an endorsement by Milwaukee County Executive Director Chris Abele who financially backed Leadership MKE, an independent expenditure committee.
The small group gathered at the press conference led by Christine Neumann-Ortiz from VDLF, a non-profit organization who also engaged in political false claims via e-mail targeted at Sylvia Ortiz-Velez, a member of her organization and candidate for Milwaukee County Supervisor in the 12th District, which they attempted to imply and mislead the community. Both union representatives also followed with the false claims made by VDLFA and VDLFA, but they didn't criticized Judge Rebecca Dallet for accepting Milwaukee County Executive Chris Abele's endorsement, nor did they target Felesia Martin, a candidate for the Milwaukee County Board who did accept Abele's support either, but they targeted Ortiz-Velez, even when she confirmed that she had not accepted any campaign donations from Abele, received no endorsement by him and did not consent for Leadership MKE to advertise favorable ads about her. Neumann-Ortiz and the union representatives did attempt to associate Ortiz-Velez with Leadership MKE by making false claims and failed miserably.
Also, Voces de la Frontera, a 501c (3) non-profit organization used its e-mail service to sent out the political propaganda from its sister organization Voces de la Frontera Action, a 501c (4) org in violation of federal law and their non-profit status, according to an IRS agent.
Least to add, Neumann-Ortiz also is using the latest results of the Ortiz-Velez win to generate donations by continuing to make false claims, but anyone with common sense would not support VDLFA and VDLF for engaging and spreading lies, hate and division among the immigrant and none immigrant communities, which is actually supported by their White liberal Board of Directors in control of both organizations.
Shame on Neumann-Ortiz, Kim Shroeder, President of the MTEA and Dave Weingrod from the AFT 212 for making the false claims about Ortiz-Velez and double shame on State Representative Zamarripa to exploit the Chavez statue and for using it for political exploitation and to promote blatant lies targeted at a Latina who was running for the Milwaukee County Board.
The Chavez statue was funded and erected by businesses, donation contributors and members of the Latino Community to honor the Cesar E. Chavez legacy.

As a result, the Southside predominantly Latino community including other members of a diverse community that reside in the district voted on April 3rd and reject Supervisor Peggy West's endorsements by Neumann-Ortiz, State Representative Zamarripa, Congresswoman Moore, Alderman José G. Pérez and the union representatives by electing Ortiz-Velez who received 58% of the total vote and won in 21 of 23 precincts in the Milwaukee County Supervisor District 12 race.

On Saturday, during the Joel & Jocasta program on NewsTalk 1510 AM radio, Christine Neumann-Ortiz, executive director from Voces de la Frontera during an interview via the phone line, she said, that Leadership MKE spent $77,000 dollars on behalf of Abele to support Supervisor West's opponent and says Leadership MKE spent additional funds for their candidates to win. She stated, that "We didn't do much to mobilise the vote...it went his way..." also indicating that Leadership MKE did influence the outcome for ousting West from office.
To be fair, Neumann-Ortiz failed to add a disclaimer, that West's opponent was independent from Leadership MKE and didn't accept or consented nor cooperated with Leadership MKE and she wasn't Leadership MKE's candidate as Neumann-Ortiz wants people to believe.
Info.: State Representative JoCasta Zamarripa (D-Milw.) received $1,000 in donations from Abele, according to her donation campaign report entry on Dec. 7, 2017, but it seems Neumann-Ortiz, Voces de la Frontera Action (VDLFA) and the White liberal Board at VDLFA haven't condemn Zamarripa for accepting donations from Abele.
Neumann-Ortiz has a problem realizing that Leadership MKE was not an influence in the Milwaukee County Supervisor District 12 race, but it was West's opponent, Sylvia Ortiz-Velez hard work and knocking at 10,000 doors to get her supporters to vote on election day.
Neumann-Ortiz should wakeup and realize that Ortiz-Velez's hard work actually paid off and not Leadership MKE, because Ortiz-Velez received 816 votes and the number of electors that voted on April 3rd doesn't reflect the $77K that Leadership MKE spent on the 12th district, according to Neumann-Ortiz.

Milwaukee, Wisconsin - On Friday, Sylvia Ortiz-Velez, the newly elect Milwaukee County Supervisor for the 12th District released a statement to thank all of her supporters and electors in her Facebook account, "Elect Sylvia Ortiz-Velez for Milwaukee County Supervisor 12th District." Ortiz-Velez was elected on Tuesday and received 57%, 815 of the total votes cast 1,417 in the 12th Milwaukee County Supervisor District for the Spring Election. She won 21 of 23 precincts on Tuesday, according to the Milwaukee County Election Commission.
Ortiz-Velez is scheduled to the oath of office on April 16 along other elected Milwaukee County Board members.

Supervisor Elect Sylvia Ortiz-Velez released the following statement:

I want to thank the people in my beloved 12th District, stakeholders and those who supported me throughout this campaign, but I also want to reassure those who did not that I will do my best to ensure that their voices are heard. . I will strive to be an accountable, diplomatic, and accessible advocate for this community, and will work to ensure that our community is not divided along ideologic or petty disputes, and that its many issues are prioritized and ultimately addressed.

For the past several months, I have gone door to door and heard the concerns of the residents of our community. These concerns are the reason why I was elected, and will be the driving force behind my every action in the County Board. To insist that these concerns were somehow not legitimate, or that those who voted for my campaign were somehow fooled or bought into doing so, is insulting to them, but I will not spend time in campaign squabbles or disputes. The will of the people is sacred, has been heard, and should be respected.

I will move forward and serve my community, and I want to tell everyone, past supporters or opponents alike, that my door is always open and that I am all ears! I want everyone, to leave the past behind and work together as one, united!. The 12th District deserves that from all its leaders and so does Milwaukee County.

Thank you!

Sylvia Ortiz-Velez, Milwaukee County Supervisor Elect for the 12th District

Milwaukee, WI - On Friday, Carmen C. Cabrera signed and filed a Freedom of Information Act request with the Social Security Administration (SSA) along with Attorney Carlos R. Pastrana at the Southside Organizing Center. Also present was Tammy Rivera, the Executive Director who has taken the lead to also seek answers why the SSA decided to close an SSA office on March 22 located in the predominantly Latino community and did not relocated in the area.
Attorney Pastrana says, additional similar FOIA requests were also submitted with the General Services Administration and the Inspector General in order to provide information and facts related to the Southside SSA office closing.
The SSA didn't give proper notice nor did it held public hearings about the decision to close the Southside office.
The Southside SSA office served more than 2,000 people per month and closing the area office created a void for local elderly and those with disabilities to have easy access to the services the SSA office provided to an area of more than 90,000 in population and the aging community and a diverse population who decided to reside in the community.
