Milwaukee, WI - On Wednesday, the Milwaukee Common Water Works Committee passed a resolution (171523) for Milwaukee City water bills to include information about lead-in-water safety inserts and dissemination of other lead-related information for residents. The City water bill will also include whether the City-own portion of the freshwater lateral line service flow connected to properties from the water main are made of lead and will definitely improve transparency in lead-related testing.
Also the Water Works Committee passed a resolution (171538) to replace drinking water service lines to all City-owned properties. This resolution directs the Department of City Development to develop and implement a program to replace lead drinking water service lines in all City-owned, one to 4-unit residential properties, except properties scheduled for demolition.
The resolutions will be taken up by the full Common Council on March 27 for approval.
Wisconsin State Senator Lena C. Taylor (D-Milw.) on Wednesday confirmed that she is working on a final draft of a bill as an Adverse Material Fact to mandate property owners and Realtors in the state to include and disclose whether properties being sold have toxic lead laterals connected to city or municipality freshwater mains.
Robert Miranda from the Freshwater For Life Action Coalition (FLAC) who is advocating for removal of all lead laterals within the city spoke at a Townhall meeting on Wednesday and says, that the City of Milwaukee banned the use of toxic lead laterals in 1962, but the U.S. Department of the Interior banned the use in 1986, so for decades Milwaukee officials knew that using lead laterals was a hazard for those drinking water from the freshwater flow into homes.
In the City of Milwaukee Water Department Rules, Regulations and Penalties dating 1872, the City mandated for lead laterals to be connected from the City's water main and in 1921 the Common Council passed a resolution making lead laterals extra thick, which extended to the inside of buildings including residential properties and the practice lasted until 1951, laterals were later changed to copper and other non-toxic materials, indicating that the City owned the lead laterals.
Today, when a lead lateral is replaced from a property to the city watermain, the property owner can face a cost of up to $5,000 for removal.

Title

Substitute resolution relating to Milwaukee Water Works water bill lead-in-water safety inserts and dissemination of other lead-related information.

Analysis

This resolution directs the Milwaukee Water Works to mail lead-in-water safety information on an annual basis to occupants of all buildings served by City-owned lead service lines, and to ensure that this and lead-in-water safety information included with City water bills meet the same standards that the Health Department is held to for providing ongoing community updates to the public related to lead safety.

The Water Works is also directed to allow City departments and non-profit entities to sponsor secondary lead-in-water and lead public education materials for inclusion with all City water bills on a semi-annual basis.

This resolution also directs the Milwaukee Water Works to identify, on every City water bill, whether the City-owned portion of the service line serving the premises being billed is made of lead, and to make publicly available the details of all lead-related testing, monitoring and control treatments conducted by the Milwaukee Water Works.

Body

Whereas, Lead exposure poses a significant threat to public health and safety, with infants, young children, and pregnant women being at the greatest risk of adverse health impacts from lead exposure; and

Whereas, Milwaukee Water Works regularly tests Lake Michigan source water, treated water from Milwaukee water treatment plants, and distribution system water, including tap water, for the presence of lead; and

Whereas, Lead service lines and plumbing can introduce lead into tap water; and

Whereas, Approximately 74,600 properties in the city, including 68,300 residential properties comprising 54.2% of all residential properties in the city, receive water through City-owned lead service lines, and according to the Milwaukee Water Works, a property with City-owned lead service lines is likely to also have privately-owned lead service lines; and

Whereas, The City of Milwaukee recognizes that all residents of the community need access to information on how best to protect themselves and their children from lead in drinking water; and

Whereas, Under Common Council File No. 170253, the Milwaukee Water Works was directed to incorporate lead-in-water and lead public education materials with City water bills on a semi-annual basis; and

Whereas, More recently, under Common Council File No. 170131, the Health Department was directed to provide ongoing community updates to the public with an expanded identification of at-risk populations and recommendations for lead safety; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Water Works is directed to mail lead-in-water and lead public education materials on an annual basis to occupants of all buildings served by City-owned lead service lines; and, be it

Further Resolved, That lead-in-water and lead public education materials mailed to occupants of buildings served by City-owned lead service lines or included with City water bills shall meet the same standards that the Health Department is held to for providing ongoing community updates to the public related to lead safety under Common Council File No. 170131; and, be it

Further Resolved, That the Milwaukee Water Works shall update all lead-in-water and drinking water safety initiatives, websites, social media messaging, printed materials, outdoor and media advertisements and campaigns under the authority of the Milwaukee Water Works to meet the same standards; and, be it

Further Resolved, That the Milwaukee Water Works shall ensure that the use of water filtration systems certified to remove lead according to NSF/ANSI Standard 53 is promoted to the public as the most thorough means of lead-water safety; and, be it

Further Resolved, That the Milwaukee Water Works shall include, in any discussion of flushing drinking water by running taps, a warning to the public of the risk of lead exposure from failing to adhere to flushing guidelines; and, be it

Further Resolved, That the Milwaukee Water Works is directed to allow City departments and non-profit entities to sponsor secondary lead-in-water and lead public education materials for inclusion with all City water bills on a semi-annual basis; and, be it

Further Resolved, That these secondary lead-in-water and lead public education materials may include information about at-risk populations, the benefits of healthy eating to reduce the effects of lead poisoning, how to identify lead in internal plumbing fixtures, options for testing tap water for the presence of lead, information about NSF/ANSI certified lead filters, information about the importance of following installation and maintenance guidelines for lead-removing filters, or information about City programs that provide lead-removing filters or assistance in replacing lead service lines or internal plumbing; and, be it

Further Resolved, That secondary lead-in-water and lead public education materials incorporated with City water bills shall be limited in size to a single one-third page insert to be included no more than twice annually, are subject to review and approval by the Commissioner of Health and the Superintendent of the Milwaukee Water Works, shall be funded by the requesting entity, and shall be permitted only to the extent that inclusion of the secondary insert does not cause the City water bill to exceed postage and mailing size restrictions set by the Milwaukee Water Works; and, be it

Further Resolved, That the Milwaukee Water Works shall identify, on every City water bill, whether the City-owned portion of the service line serving the premises being billed  is made of lead; and, be it

Further Resolved, That the Milwaukee Water Works shall make publicly available the details of all lead-related testing, monitoring and control treatments conducted by the Water Works on Lake Michigan source water, treated water from Milwaukee water treatment plants and tap water, including site selection and sampling protocols, the date of construction of sampled sites, the presence of lead service lines at sampled sites, dates of collection, disclosure of invalidated samples and reasons for invalidation, testing results and the details of lead-related corrosion control treatments.

McLennan County District Attorney Abel Reyna In Waco Ousted In Primary Election

Reyna was considered one of the most corrupted District Attorneys in Texas including in McLennan County.

By H. Nelson Goodson
Hispanic News Network U.S.A.

March 7, 2018

Waco, Texas - On Tuesday, Abel Reyna, the McLennan County District Attorney (D.A.) was defeated by Barry Johnson, who is running as a Republican. Johnson will run unopposed in the November ballot. Johnson during the campaign claimed that Reyna mishandled the Twin Peaks biker deadly shooting incident. Reyna has been a D.A. since 2011.
Reyna along with a WACO Police Department detective and a justice of the peace were involved in illegally charging over 177 motorcycle enthusiasts including members of the Banditos Motorcycle Club (M.C.) with the same crime and setting excessive bail at $1M each to keep them in jail, despite many of the bikers from various clubs who were just attending a monthly meeting when shots were fired in a parking lot and most ran for cover ending with nine deaths. Four of the bikers were killed by police gunfire.
On May 17, 2015, the Twin Peaks brawl ignited between the Cossacks, Scimitars and Bandidos M.C.s, which involved the Waco police SWAT team that ended with 9 bikers dead. At least 4 of the bikers killed were attributed to Waco police gunfire. Most of the bikers were at the Twin Peaks Restaurant for a political biker meeting hosted by the Texas Confederation of Clubs and Independents.

The following 9 victims were killed during the Twin Peaks Restaurant biker altercation between the Bandidos, Scimitars and Cassack's M.C.s in Waco, Texas.

• Daniel Raymond Boyett, 44, shot in the head. (Cossacks M.C.)

• Wayne Lee Campbell, 43, shot in the head. (Cossacks M.C.)

• Richard Mathew Jordan Jr., 31, shot in the head.

• Richard Vincent Kirshner Jr., 47. (Cossacks M.C.)

• Jacob Lee Rhyne, 39, shot in the neck. (Cossacks M.C.)

• Jesús Delgado Rodríguez, 65, shot in the head. (Bandidos M.C. affiliate) Rodríguez was a Purple Heart recipient.

• Manuel Issac Rodríguez, 40. (Bandidos M.C.)

• Charles Wayne Russell, 46, shot in the chest. (Cossacks M.C.)

• Matthew Mark Smith, 27. (Cossacks M.C.)

The biker criminal warrant affidavits by Waco Police Detective Manuel Chavez claimed without probable cause that all of the bikers detained engaged in organized crime and were bonded by Justice of the Peace Walter H. Peterson who signed the warrants by Chavez and set illegal bonds of $1M each for the more than 177 arrested. Peterson can not preside over felony cases (only misdemeanor cases without jail time or bonds and civil cases up to $10k in liability), sign felony warrants or even set bonds, according to Texas state law.
Abel Reyna, the McLennan County District Attorney, Waco Police Chief Brent Stroman and other McLennan County judges knew that Peterson couldn't sign felony warrants and set excessive bonds, but kept quiet and proceeded to hold bikers on frivolous charges.
Reyna was able to have McLennan County Judges put a gag order for victims (bikers) charged and for their defense attorneys not to talk about the pending cases. Ballistic forensic and video evidence was withheld from attorneys and the public including the media in 2015 after the incident at the Twin Peaks.

Zamarripa, West, Neumann-Ortiz And Bryce Among 23 Pro-DACA Supporters Arrested In Racine

Civil disobedience sit-in act by pro-DACA supporters in Racine results in 23 arrests including several public elected officials.

March 5, 2018

Racine, WI - On Monday, Wisconsin State Representative JoCasta Zamarripa, (D-Milw.); Milwaukee County Supervisor Peggy West, 12th District; Christine Neumann-Ortiz, the executive director for Voces de la Frontera and Republican Congressman Paul Ryan challengers, Randy Bryce (D) and Cathy Myers (D) were among several dozen pro-DACA supporters that were taken into custody by police during a civil disobedience sit-in act that blocked a Racine downtown intersection near Ryan's office. Hundreds of DACA supporters and students held a rally outide Congressman Ryan's office to demand passage of a clean DACA bill.
A federal judge ruled that DACA would continue in operation passed the March 5 deadline to expire, as a result of Trump's failure to provide good reason why he was ending the program. At least 20,000 DREAMers have lost their legal status and jobs.
DREAMers can continue to renew their legal status until the DACA case is decided.
Pro-DACA rallies and marches have taken place around the nation and students walked out of schools in support of a clean DACA bill.
The current anti-immigrant and anti-DACA agenda by the Republicans including Trump and the GOP has forced a majority of Democrats in both the U.S. Senate and U.S. House of Representatives to support their special interests and voted along with the GOP by throwing DREAMers under the bus and ending several government shutdowns. U.S. Senator Bernie Sanders (D) and a minority of other Democrats broke away from main stream Democrats voting with Republicans to override government shutdowns. Democrats briefly attempted to address a clean DACA bill, but Republicans prevailed to ignore the issue several times.

DACA recipients contribute billions of dollars to the economy, Social Security, Medicare, Gross National Product (GNP) and Gross Domestic Product (GDP).

• In five years, the U.S. will lose $105B in GNP without DACA recipients. (NYTimes)

• In 10 years, the U.S. will lose $433B in GDP without DACA recipients. (Center for American Progress)

• In ten years, the U.S. will lose $24.6B in Social Security and Medicare tax revenue without DACA recipients. (AP)

• DACA recipients pay $2B in taxes per year, which includes state and local taxes, according to the Institute on Taxation and Economic Policy.

• More than 75% of DACA recipients are employed, according to the National Immigration Law Center.

• 6M jobs remained unfilled today in the U.S., despite DACA recipients being employed.

• Deporting DACA recipients will cost $287B including an economic loss of $215B, also a fiscal loss of $60B (from lower net tax revenue) and $7.5B in deportation costs, according to Brandon & Albright from the CATO Institute.

• DACA recipients have higher-skills and higher-paying jobs than undocumented immigrants.

• Second generation immigrants have a net positive fiscal input of $173K to $259K per immigrant family, according to Econofact.

• 21% of DACA recipients work in education & health services, according to the American Medical Association and an estimated 5,400 additional DACA physicians will enter the U.S. work force in coming decades.

• At least 70K formerly DACA recipients have received their U.S. permanent residency, according to the U.S. Citizen and Immigration Service.

Felix Questell Alleged Supervisor Peggy West Called Police And Lied That He Was Going To Shoot A Registered Sex Offender

Questell allegedly accused Milwaukee County Supervisor West of calling police from the 2nd Police District and lying that he posted in a social network that he threatened to shoot a pedophile (sex offender).

By H. Nelson Goodson
Hispanic News Network U.S.A.

March 4, 2018

Milwaukee, WI - On Saturday, Felix Questell, an outspoken constituent from the Milwaukee County Supervisor 12th District posted a Facebook (FB) video allegedly claiming that County Supervisor Peggy West had called police and accused him of posting a threat on a social network that Questell threatened to shoot a pedophile (a registered sex offender). Questell in the video confirmed that a police officer had called him that West had complained and the officer was just checking and letting him know what West had told police.
Questell says in the posted video, that West had lied and he will get a police report on Monday about what West had told police concerning his alleged threat to shoot a sex offender.
Apparently, Questell had posted multiple posts on Facebook that West allegedly had a relationship with Thomas James Schroder, 44, a registered sex offender who was released on February 27 from the Milwaukee Secure Detention Facility. Schroder was convicted on January 15, 2008 for 2nd-degree sexual assault of a child. The Milwaukee Police Department website on registered sex offenders listed Schroder as homeless, but the Wisconsin Department of Corrections sex offender registry has him as compliant.
Questell posted on his FB account several photos of West and Schroder and raised some allegations about where Schroder lived in the 12th County Supervisor District. He also called on Milwaukee Alderman José G. Pérez and State Representative JoCasta Zamarripa (D-Milw.) to hold a community meeting concerning the registered sex offender. Both Alderman Pérez and Zamarripa have endorsed West for re-election.
West on February 15 testified against Questell on behalf of Robert Miranda who had filed a civil lawsuit for slander (intentional tort). Miranda in a filed civil lawsuit case claimed that Questell has made false allegations in social media and had continued to do so for over a year. The judge dismissed the case and found that Questell did not slander Miranda.
Questell now claims that West had lied about him in court as a witness for Miranda and has now lied to police about him threatening to shoot a pedophile (referring to Schroder).
West did not provide a copy as proof of the FB post that she claimed Questell had posted on the social network to police that he in fact threatened to shoot Schroder.

Jose Luis Discua-Bados Facing Life In Prison For The 2012 Brutal Murder Of Dayana Bados-Garcia

Discua-Bados facing life in prison for the brutal murder of wife.

March 3, 2018

Milwaukee, Wisconsin - On March 22, Jose Luis Discua-Bados, 36, originally from Honduras will appear in a Milwaukee County Court for a sentencing hearing after being convicted on February 14 for one count of 1st-degree intentional homicide for the January 3, 2012 brutal murder of Dayana Bados-García, 24. Discua-Bados is facing life in prison without parole.
Discua-Bados who re-entered the U.S. after being deported and had been on the run for five years after killing Bados-García was taken into custody in Tulsa for driving while intoxicated and Oklahoma authorities discovered that Discua-Bados was wanted for a 2012 homicide in Wisconsin.
Discua-Bados was extradited to Wisconsin and a cash bond of $1M was set, but has an immigration hold.
In January 2012, Discua-Bados attacked Bados-García with a 2X4 board while she went outside her residence to warmed up her car at the 2800 block of S. 13th St. Bados-García was trying to go to work when she was fatally stabbed by her estranged husband. Pilar Hernández, Bados-García's grandmother told police, that she heard a scream at about 7:20 a.m. saying, "Luis, No" and when she looked out the window, she saw Discua-Bados beat her granddaughter with the board. Hernández went outside and warned Discua-Bados that she going to call Milwaukee police. He ran back into the house and then returned with a knife and proceeded to stab Bados-García multiple times. He then fled the scene.
When police arrived, they saw Bados-García exhibiting multiple stab wounds to her back and head. She had about 12 stab wounds. The Milwaukee County Medical Examiner pronounced Bados-García dead at the crime scene.
Discua-Bados was apparently staying with Bados-García, because she feared him and had previously been abused by him, according to Hernández.

Supervisor Peggy West Facing Ethic Code Violation Allegation By Accepting Campaign Donation From Milwaukee County Contractor

The Milwaukee County Ethics Board has received an ethics code violation amended supplement complaint alleging Supervisor West accepted a campaign donation from a County contractor.

By H. Nelson Goodson
Hispanic News Network U.S.A.

March 2, 2018

Milwaukee, Wisconsin - On Friday, Sylvia Ortiz-Velez, a candidate for the Milwaukee County Supervisor 12th District filed an amended supplement complaint with the Milwaukee County Ethics Board alleging that Supervisor Peggy West, who is the Chairperson of the Finance Committee and running for re-election accepted a campaign donation from a County contractor in violation of Milwaukee County Ethics Code 9.05(2) (k) & (l). The Milwaukee County Election Commission reported that Supervisor West representing the 12th District in the Southside received $500 from Sally Sprenger who operates ANEW Health Care Services, which has a contract with Milwaukee County to provide services to County residents. The donation that West reported in her finance report for the January 18, 2018 period is in direct violation of Milwaukee County Ethics Code. The Ethic Codes were enacted to prevent corruption and favoring certain contractors who donate campaign donations to County public officials.
On Wednesday, Sylvia Ortiz-Velez, candidate for the Milwaukee County Supervisor 12th District filed multiple affidavits with the Milwaukee County Ethics Board in a complaint alleging that Supervisor West actually didn't circulate multiple nomination papers to get on the April 3rd Spring Election Ballot. The Milwaukee County Ethics Board will send a copy of the filed complaint to the Wisconsin Ethics Commission in Madison and the Milwaukee County District Attorney's Office for review to investigate whether Supervisor West fraudulently filed some nomination papers in question that she certified as circulating the papers and collected each signature, which multiple signers in affidavits have claimed she did not.
The Milwaukee County District Attorney's Office (MCDAO) has at least 10 days to notify Ortiz-Velez, if the MCDAO will review the complaint or have another County district attorney's office review the complaint. Milwaukee County District Attorney John Chisholm has endorsed West.
The Wisconsin Department of Justice would be the last option to investigate the complaint filed by Ortiz-Velez, if the MCDAO and other county district attorney offices won't review the complaint due to any conflict of interest.
According to the filed complaint, in January, Ortiz-Velez, who is challenging West in the Spring Election noticed discrepancies in West's certified nomination papers and sent an email to Stephanie L. Hunnicutt, Personnel Review Board and Ethics Board Administrator and the Milwaukee County Election Commission detailing the discrepancies and requesting an investigation. Ortiz-Velez at the time couldn't verify the alleged discrepencies, but later was able to get multiple signed and notarized affidavits from West's nomination paper signers indicating Supervisor West didn't circulate the papers, but other unidentified persons did and didn't sign the nomination papers as the person circulating them as required by state law.
The discrepancies happened at several locations in the 12th Milwaukee County Supervisor District including at the 1800 block of W. Becher Street and at the 500 block of S. Layton Blvd., according to the Ortiz-Velez complaint.
One of the signers in an affidavit confirmed that the person that circulated West's nomination paper was an "African woman who was thin and young accompanied by a male." Other signers  (OS) confirmed the person circulating West's nomination papers "was thin and Caucasian" and OS described the person circulating papers having  black hair and also spoked fleunt Spanish, but Supervisor West signed and certified that she collected each signature in the nomination papers in question.
Supervisor West posted the following statement on her Friends of Milw. County Supervisor Peggy West, District 12, "For the record specifically at the address 1800 W. Becher, I did pass nomination papers at that location in addition, at that location, I had NO one African American passing papers, I also had no one Caucasian passing papers. I can and did speak to several residents there in Spanish...1800 W. Becher St is a Senior and disabled apartment complex as were at least 3 other addresses I used to collect signatures. It is very possible that residents don't clearly remember who came to their door to get their signature..."
If in fact, Supervisor West didn't actually circulate the nomination papers that are in question, she wouldn't have had enough signatures to get on the ballot.
According to Wisconsin Statue 12.13 (13) (a), falsifying nomination papers by certification is considered a felony punishable up to 3 years and six months in prison with fines up to $10,000.

Update:

The Milwaukee County Ethics Board hasn't determined, if Supervisor Peggy West recently violated any Ethics Codes by accepting campaign donations from a County contractor as alleged by an amended supplement complaint filed by Sylvia Ortiz-Velez who is challenging West in the April 3rd election.

Supervisor Peggy West posted  the following statement on her personal Facebook (FB) page dated 3/12/2018 and says, the "Ethics Violation" allegation is false. West says, that the contractor in question, "is NOT and HAS not been a county contractor for more than 2 years because the department she allegedly has a contract with is no longer under Milwaukee County Government and has become its own entity."

The following is West's personal FB account posted statement:

This will be the last time that I justify accusations leveled at me however, as a candidate perhaps I am fair game for my name to be drug through the mud, however my supporters are not and should not be.

There is allegedly an ethics complaint which has been filed against me for accepting a campaign contribution from a County "contractor".

This "Ethics Violation" allegation is false.

1. This person is NOT and HAS not been a county contractor for more than 2 years because the department she allegedly has a contract with is no longer under Milwaukee County Government and has become its own entity.

2. It is NOT a violation of county ethics code to accept a donation from county contractors. This is written in our Ethics Code & very easy to check.

Ways this ALLEGATION could have been checked;):
1. On the county website under Ethics Code you can find a full write up of it.

2. Call the Ethics Committee to ask.

3. Call the Contractor in question and ask if they have contracts with Milwaukee County or check their website. (I did both).

The Milwaukee County Ethics Board did recently learn that Supervisor West did accept campaign donations by a contractor with the County as reported.

Supervisor West is currently Chairwoman of the Finance & Audit Committee and is a member of the Judiciary, Safety & General Services Committee, according to the Milwaukee County Board website.
Supervisor West has received more than $2K since 2011 from Sally and Gary Sprenger who operate ANEW Health Care Services, according to Blogging Blue dot com.
The Ethics Board only investigate violations that have not expired under statues of limitations when a complaint is filed, which certainly shows that West violated Ethics Codes by accepting campaign donations from a contractor and got away simply because it wasn't reported at the time, since the time limit to file a complaint expired.

ACLU-Milwaukee Chapter Facebook Page Censors News Articles In Contrary To Exercising Free Speech?

The ACLU-Milwaukee Chapter's Facebook administrators censored news articles in their page.

Hispanic News Network U.S.A.

March 1, 2018

Milwaukee, Wisconsin - On Wednesday, Molly Collins, an administrator for the ACLU-Milwaukee Chapter Facebook (FB) page confirmed that she removed (censored) certain posted news articles because "We are non-partisan and cannot have posts endorsing or attacking candidates running for office...I also deleted posts inviting people to candidate fundraisers." ACLU stands for American Civil Liberties Union, a non-profit, non-partisan, private organization.
Collins admitted and confirmed that she removed news articles including "Affidavits Filed With Milwaukee County Ethics Board Claiming Supervisor Peggy West Didn't Personally Circulated Some Nominations Papers To Get On Election Ballot" from the FB page after H. Nelson Goodson who posted the article on the ACLU-Milwaukee Chapter FB page questioned the removal and later found that West had made an inquiry in her FB account on how to get in contact with the administrators of the ACLU-Milwaukee Facebook page. Megan O'Halloran had also posted West's statement on a comment thread concerning an earlier posted article "Multiple Signed Affidavits Alleged Milwaukee County Supervisor Peggy West Didn't Circulate Some Nomination Papers To Get On Election Ballot" by Goodson. It seems that O'Halloran had also tagged Emilio De Torre in West's inquiry in trying to contact the ACLU FB administrators.
Emilio De Torre, another administrator of the ACLU-Milwaukee Chapter FB page confirmed other posts including some news articles posted by Goodson were also removed claiming they "were partisan." Goodson asked De Torre to explain why were the news articles partisan and if news articles are no longer welcome to be posted on the FB page? De Torre did not respond.
However reviewing the FB page, which posts are public, De Torre and other page administrators allow partisan posts by Wisconsin State Representative Jonathan Brostoff (D), partisan posts about gun control, post about Rebecca Dallet for Supreme Court Judge, post about Transgender women suing the State of Alabama and other news articles to be shared in the ACLU-Milwaukee Chapter page by followers, but it seems that news articles about Supervisor West are not allowed.
The reasoning provided by De Torre and Collins doesn't reflect what is shared and posted today on the FB page they administrate.

Here's the posted comments on the ACLU-Milwaukee Chapter page that led to the discovery of an alleged censorship of certain news articles and posts in the FB page.

H. Nelson Goodson, posted the following comment on the ACLU-Milwaukee Chapter Facebook page after noticing several news articles that were removed, "Unfortunately, as much as I respect the ACLU-Milwaukee stand up and fight for free speech. It seems that the administration in this Facebook page seems to lack the same integrity and does an injustice to its followers by removing several news articles posted about a complaint filed against Milwaukee County Supervisor Peggy West by challenger Sylvia Ortiz-Velez that according to multiple affidavits filed with the Milwaukee County Ethics Board alleged she did not circulate some nomination papers as she claimed to get on the April 3rd ballot. Shame on the administrator who decided to remove posts and seems to be using double standards to avoid debate or free speech on this FB page. But what can people expect?

Molly Collins, an administrator for the ACLU-Milwaukee Chapter admitted that she removed the news articles, "I have deleted several posts today that are outside our scope. We are non-partisan and cannot have posts endorsing or attacking candidates running for office...I also deleted posts inviting people to candidate fundraisers.  We do not allow those sorts of posts here, as it states in the page info... You can speak freely about electoral politics and encourage people to vote for or against a candidate in other forums. The ACLU cannot look like we're endorsing or opposing a candidate for elected office..."

Charvonne Carlson, another administrator at the ACLU-Milwaukee Chapter posted the following comments as well, "We do not take sides. While it maybe a news article it makes allegations against a elected official, in which we have no affiliation with or is in alignment with what the ACLU scope is."

H. Nelson Goodson posted, "Did Milwaukee County Supervisor Peggy West have any influence in convincing ACLU-Milwaukee Chapter Facebook administrators in removing news articles concerning a complaint filed with the Milwaukee County Ethics Board? It seems that she was successful in contacting the administrators. Smh" Goodson also included a photo of West's Facebook earlier inquiry to contact the ACLU-Milwaukee Chapter administrators.

Emilio De Torre, another administrador from the the ACLU-Milwaukee Chapter FB page responded as well, "You're funny. We took down numerous posts that appeared partisan today. Plus...as you can see from your own screenshots....we took them down hours before that message.  We also removed two other posts from you that were partisan and NOT related to the county supervisor race, as well as two other posts not made by you."

H. Nelson Goodson responded to De Torre, "Lol, West's inquiry about contacting your FB administrators was made much earlier.
The news articles posted by me were not pertisan, but news about certain rights every individual has to run for public office including signers for nomination papers to know who they are signing for to get on a ballot. Just news and breaking news, but I guess you guys are censoring free speech on this page. Smh. You should post that news articles are not welcome on these page. Lol"

H. Nelson Goodson then asked De Torre, "So, you are confirming no more news articles are welcome to be posted on this FB page?"

Emilio De Torre posted, "Yeah....I'm gonna cap my 14 hour work day by digging for that immediately!!  I just got home and started responding to this only because we're friends. I'm actually heading to bed. My assessment of the time and the events is accurate.  Your allegations of "collusion" are insulting and misguided, and it seems you're intentionally making incorrect assumptions of non-existent "confirmations".  You're so off track I can only guess that you're joking."

H. Nelson Goodson posted, "You are assuming and not explaining why you believe the news articles I posted in this FB page are partisan including the latest one that was deleted and you haven't confirmed yet, if news articles are no longer welcome on this page.
Megan O'Holloran posted West's statement on the thread of the first news article about West and she later tagged you and others concerning West's inquiry as well."

Editor's note:

The removal of certain news articles and not all accross the board, which are being shared in the ACLU-Milwaukee Chapter FB page, a private organization certainly indicates a disservice to its members and FB followers.
Given that it is a private organization, it  certainly seems that some representatives don't follow what they preach and have litigated to protect civil liberties and civil rights.
