National LULAC Suspends Organization's Elections At 93rd Convention In Puerto Rico Due To TRO Claiming Fraudulent And Illicit Attempt By Foreign Political Party Takeover

García, President of the National LULAC confirmed that the LULAC National 93rd Convention elections in Puerto Rico have been suspended until further noticed due to a temporary restraining order granted in Dallas County on Friday.

San Juan, Puerto Rico - On Saturday, the National LULAC 93rd Convention elections in Puerto Rico have been suspended due to a Temporary Restraining Order (TRO) granted on Friday, July 29, 2022 in Dallas County, 162nd Judiciary District Court to five plaintiffs, Hilda Ramirez Duarte, Rene Martinez, Henry Rodriguez, Federico Garza and Hector Carrillo. The plaintiffs claimed that that the national LULAC elections have and continue to engage in fraudulent  and ilicit scheme to place under irreversible control of a foreign political power in violation of LULAC's internal governing rules. On Friday, Domingo García, President of the National LULAC released the following statement to its full membership in the U.S. and to theLULAC 93rd  Convention attendees in Puerto Rico, "LULAC was served tonight with a temporary restraining order (TRO) that enjoins or prevents us from having a national election in San Juan, Puerto Rico, on Saturday, July 30, 2022. The members of the national board are named as defendants in the matter, and as such, any actions by them or anyone else that violates the TRO can and will have serious consequences up to and including monetary fines and jail time."

"In light of this legal action, I am informing you that the national assembly meeting scheduled for Saturday, July 30, 2022, is in recess until the matter has been heard in court, as mandated by the TRO. You are advised not to go to the assembly hall as no lawful meeting is allowed. Please continue your visit and other travel plans while in San Juan, and I will keep you informed on the next steps in this matter."

The National LULAC elections TRO injunction hearing is scheduled for August 12, 2022 at the Dallas County 162nd Judiciary District Court in Texas. 

In brief: The National LULAC organization has not held official elections to elect a president in two unusual occasions in its 93 years in existence, that was in New York in 2014, and this year (2022) in Puerto Rico due to internal controversial political issues. Only a majority of National LULAC presidents from Texas have been elected in its history, which definitely shows an internal political bias for Texas LULAC members to stay in control of the National organization.

In 2014, a majority of registered LULAC voting delegates at the New York 85th National Convention in July elected Magdalena "Maggie" Rivera from Illinois as the new National LULAC president. After Margaret Moran, National LULAC president and her appointed Election Judge postponed the elections at the annual National LULAC 85th Convention in New, York. Moran's term ended on July 12, 2014, but was extended another year due to the election debacle in New York. She was first elected as president on July 17, 2012 at the Albuquerque, New Mexico National LULAC Convention.

The General Assembly elections were postponed by Election Judge Luis Roberto Vera Jr. after a TRO was filed on Friday, July 11, 2014 and then provided to LULAC executives just before the elections the next day. The TRO by a New York court prevented Moran and Vera Jr. from using certain rules in an attempt to influence the election in favor of a candidate from Laredo, Texas, Roger C. Rocha Jr. who they were supporting. No National LULAC president from any other state has been elected to the position in decades other than from Texas. Rivera from Illinois became the first Latina woman elected National LULAC president that broke the 85-year control of the National LULAC presidency by Mexican-Americans from Texas. But, Rivera was never recognized as National LULAC president and Moran was extended an illegal out-term as president and then Rocha Jr. was elected in the next National LULAC Convention in 2015, in Salt Lake City, Utah and served until 2018.

García, the current National LULAC president was elected in 2018 during the National LULAC 89th Convention in Phoenix, Arizona. The National LULAC organization did not have an annual convention and exposition events to hold elections for 2019, 2020 and 2021 due to the Coronavirus pandemic.

Editor's note: Haven't anyone noticed that in its 93 years of existence, only a majority of LULAC members from Texas have been elected to the National LULAC president position. It has become obvious.

LULAC has a reputation for fighting for equal rights to vote in the nation, except in their own organization, which it has become evident today that if a LULAC member from another state other than Texas becomes a candidate for National LULAC  president, he or she will not succeed. 

It's time, National LULAC changes its  election rules and voting-age regulations to allow LULAC members to elect a president of their choice whether from Texas or not.

Non-Texans who were previously elected National LULAC presidents in its 93 years of history serving Latinos, according to the National LULAC website history:

• Filemon Martinez, originally from Albuquerque, New Mexico became the first non-Texan to be elected as the 10th President in 1938 during the El Paso, Texas Convention

• Antonio M. Fernández from New Mexico became the 12th National LULAC President in 1940

• George I. Sánchez, originally from Albuquerque, New Mexico became the 13th President of National LULAC in 1941

• Ben Osuna, originally from Albuquerque, New Mexico elected as the 14th National LULAC President at the 1942 National LULAC Convention in Albuquerque, New Mexico

• José Maldonado from Santa Fe, New Mexico became the 18th National LULAC president in 1947

• Hector Godinez from San Diego, California became the 26th National LULAC President in 1960

• Pete Vazquez Villa from California became the 34th National LULAC President in 1971

• Eduardo Morga originally from Los Angeles, California became the 37th National LULAC President in 1977

• José Vélez originally from Managua, Nicaragua residing in Las Vegas, Nevada became the 44th National LULAC President in 1990

Final note: In the last 32 years, non-Texans haven't been successful in getting elected as National LULAC presidents, according to the LULAC historic data on its website.

29-year-old Desean L. Dowell Charged With Substantial Battery And Use Of A Dangerous Weapon Against Milwaukee Housing Public Safety Officer

A Milwaukee Housing Public Safety officer was reported injured after Dowell assaulted him with an outdoor trash can metal lid.

July 29, 2022

Milwaukee, Wisconsin - On July 3, 2022, Desean L. Dowell, 29, was charged with one felony count for substantial battery and use of dangerous weapon for the July 2, 2022 assault of a Milwaukee Housing Public Safety officer (PSO) at the 2600 block of W. National Ave. in Milwaukee, according to court records. Dowell allegedly assaulted the PSO with an outdoor trash can metal lid. The PSO was injured in the face and arms.

If convicted, Dowell is facing up to 3 years and 6 months in prison for substantial battery and up to 5 additional years for use of a dangerous weapon. A $500 cash bail was set for Dowell.

Dowell is scheduled for a preliminary court hearing on August 9, 2022.

33-year-old Francisco J. Herrera Charged For The March 2022 Homicide Of Andre Lamon, 32, In Milwaukee

Herrera conspired with several other suspects to setup 32-year-old Lamon and rob him in a drug deal, and the victim was shot in the armed robbery and later died from gunshot injuries.

Milwaukee, Wisconsin - On May 13, 2022, Francisco J. Herrera, 33, was charged with one felony count for murder for the March 28, 2022 death of Andre Lamon, 32, at the 2600 block of S. 9th Street near W. Harrison Ave. in the Southside of Milwaukee. A $150,000 cash bond was set for Herrera on June 13, 2022. If convicted, Herrera is facing up to 15 years in prison for felony murder.

Herrera is scheduled for a conference hearing on August 16, 2022 at the Safety Building room 506 in Milwaukee.

Herrera is currently being held at the WI DOC Milwaukee Secure Detention Facility, 1015 N. 10 Street for probation violation.

According to the criminal complaint, Herrera called Lamon to buy some marijuana and wanted Lamon to come to Herrera's residence on March 28th. Before Lamon arrived at S. 9th St. near Harrison Ave., Herrera and two other accomplices were captured on a video surveillance camera nearby in a truck and the three suspects were seen hiding at the location. Once Lamon arrived at the location, Herrera went into his vehicle, and then the two other suspects went to the vehicle and fired gunshots striking Lamon. They are seen going through Lamon's vehicle on the video. Lamon was shot twice and later died at a local hospital. Herrera was shot once in the leg.

Herrera told police at the time that he and Lamon were robbed by unidentified suspects. Herrera was not robbed, according to police, who were able to recover video surveillance footage in the area. In fact, police discovered that Herrera and two other unidentified suspects had conspired to rob Lamon"s marijuana, but the robbery turned deadly.

Herrera was incarcerated on felony convictions, but was released back on probation on February 24, 2022 from the State Department of Corrections (DOC) Milwaukee Secure Detention Facility and his probation was later revoked on March 30, 2022, according to the Wisconsin DOC inmate website.

On January 13, 2021, Herrera was sentenced to prison in Walworth County to 3 years and six months for one felony count of bail jumping and had to do 18 months incarceration and 2 years of extended supervision. Herrera was also sentenced to 18 months incarceration and 2 years of extended supervision for one felony count of retail theft between $500 to $5,000.

On December 28, 2020, Herrera pleaded guilty in Washington County for one felony count of retail theft of $500 to $5,000 and one felony count for possession of narcotics and party to a crime.

Suspect Arrested After Jumping Out Of Vehicle As It Rolled Down A Sidewalk And Crashed Into Light Pole In Milwaukee's Southside

Milwaukee, Wisconsin - On Wednesday, July 27, 2022 at around 7:25 p.m., Raunel Palma, 21, after fleeing from Milwaukee Police Department District 6 Station officers crashed at the 700 block of S. 26 St. and W. Pierce St.. According to witnesses at the scene, Palma was speeding Northbound on S. 26 as police pursued him. He jumped out of the vehicle by the alley and let the Acura rolled through the sidewalk until it struck a bush and then crashed into a light pole.

Police were able to arrest Palma by the alley. Sources say the pursued began in Bay View and police had placed road spikes to stop the vehicle. Palma had other passengers who fled before he was taken into custody and taken to a local hospital for treatment of injuries.

On July 30, 2022, Palma was charged with two felony counts for 2nd-degree recklessly endangering safety with habitual criminality repeater and vehicle operator flee/elude officer with habitual criminality repeater. If convicted, Palma is facing up to 10 years in prison and up to $25,000 in fines for recklessly endangering safety and up to 3 years and 6 months in prison and up to $10,000 in fines for fleeing an officer. Also, an additional 4 years in prison for each enhancer on a felony count for habitual criminality repeater.

Palma was released from the Wisconsin Department of Corrections (DOC) on April 5, 2022 from the Oakhill Correctional Institute. Palma was convicted on April 9, 2021 after pleading guilty to one felony count for possession of a firearm by a felon. He was sentenced to 1 year confinement and 3 years of extended supervision.

In April 26, 2019, Palma was convicted after pleading guilty to one felony count for vehicle operator flee/elude officer causing damage to property. He was sentenced to 12 months in the House of Corrections (HOC), but sentence was stayed. He was ordered to be confined for 60 days at the HOC and received 3 years of probation, according to Wisconsin court records in Milwaukee County.

At around 6:45 p.m. on Wednesday, police officers from District 2 pursued a vehicle from S. 26 St. and W. National Ave. The vehicle is suspected of being used in a robbery and shooting.

24-year-old Daneysha Velez Fatally Shot In Milwaukee, Suspect(s) Sought By Police

Velez died from gunshot wounds, according to police.

Milwaukee, Wisconsin - On July 21, 2022, Daneysha Velez, 24, was fatally shot around 2:42 p.m. at the 1700 block of W. Wright Street. Police responded to the area and located Velez fatally shot.

The Milwaukee County Medical Examiner's Office ruled Velez's death a homicide.

Police are seeking a suspect(s) in the case.

20-year-old Alexis Martinez-Castorena Killed In Southside Double Shooting In Milwaukee

Martinez-Castorena died from his injuries after he and a 26-year-old man were shot in the Southside of Milwaukee.

July 25, 2022

Milwaukee, Wisconsin - On Sunday, July 24, 2022, Milwaukee police responded to a double shooting at around 10:30 p.m. at the 1500 block of S. 22 Street in the Southside of Milwaukee.

One victim, Alexis Martinez-Castorena, 20, from Ciudad Zacatecas, Zacatecas, Mexico and a 26-year-old man were located by police with gunshot wounds. Martinez-Castorena was transported to a local hospital where he died at 1:19 a.m. on early Monday. The 26-year-old man who was also shot is expected to survive, according to police.

The Martinez-Castorena's homicide investigation is ongoing and Milwaukee police continue to seek a suspect(s) in the case.

36-year-old Derrick L. Williams Charged For The Homicide Of Phoenix O'Ryan Castanon In West Allis

Castanon was fatally shot in West Allis on May 8th after confronting Williams who harassed a female friend.

July 25, 2022

West Allis, Wisconsin - On Saturday, Derrick L. Williams, 36, was charged with 1st-degree intentional homicide and use of a dangerous weapon in connection with the death of Phoenix O'Ryan Castanon, 19, originally from Eager, Arizona who was training to become a Navy Gunner's Mate at the Great Lakes Naval Station in Illinois. 

A $100,000 cash bond was set for Williams. If convicted, Williams is facing life in prison without the possibility of parole.

According to the criminal complaint, on early May 8, 2022, around 2:41 a.m., Castanon was with some female friends in the area of S. 84 Street and W. Becher St. when one of his female friends began to walk along S. 84 and came upon a Black male suspect in a SUV who began to harass her. She went back to the vehicle where Castanon and her other friends were and told them what had happened. Castanon got out of the vehicle and then approached Williams and a verbal confrontation ignited between the two. Williams took out a 9mm Hi-point handgun and shot Castanon. Castanon died at the scene, according to the West Allis Police Department.

Williams SUV's license plate was video recorded by a nearby business surveillance camera and then Williams was sought by police for the Castanon murder.
